Quang Binh Provincial People's Committee announced that it has just issued a decision approving the results of the environmental impact assessment report of the Bao Ninh 4 Urban Area project, Bao Ninh commune, Dong Hoi city.
Bao Ninh 4 Urban Area Project is invested by T&T Land Investment Joint Stock Company, including Truong Thinh Group Joint Stock Company and Hoang Minh Investment and Construction Company Limited. The project is located in Bao Ninh Commune, Dong Hoi City with a total area of about 415,224 m2.
The main items of the project include technical infrastructure works, including investment in the construction and completion of technical infrastructure works with a land use area of about 415,224 m2 (leveling, roads, parking lots, water supply, lighting, green parks...).
Housing project, investing in the construction of 648 new residential lots (642 adjacent residential lots, 4 lots for high-rise apartment building construction, 2 lots for social housing construction) with a residential land area of approximately 185,189 m2.

For townhouses, build at least 147 townhouses with a land use area of about 31,022 m2, a total construction floor area of about 111,259 m2 (rough construction with exterior finishing) on plots of land along the 36 m wide Dien Bien Phu street; along the 60 m wide Vo Nguyen Giap street; along the 32 m wide planned street.
For high-rise apartment buildings, build 4 high-rise apartment buildings along Vo Nguyen Giap street, 60 m wide, with land use area of about 8,547 m2, total construction floor area of about 70,518 m2, number of 923 apartments (reserving 10% of construction floor area for commercial services to serve high-rise apartment blocks).
Regarding social housing, the investor will invest in building 2 social housing apartment complexes with a land use area of about 31,598 m2, a total construction floor area of about 113,754 m2, and a number of about 1,170 social housing apartments. In addition, the investor will allocate about 20% of the social housing land area to invest in building low-rise housing with a number of about 88 apartments.
In addition, there is a social infrastructure project with a kindergarten with a land use area of about 8,567 m2; a medical land lot with an area of 3,491 m2.
According to the appendix of the project's environmental protection requirements in the decision approving the appraisal results of the environmental impact assessment report of the Bao Ninh 4 Urban Area project, Bao Ninh commune, Dong Hoi city, the project's construction items and activities are assessed to have the potential to impact the environment during the construction phase, which are: Site clearance, excavation, leveling, transportation activities serving the project, construction of construction items and workers' activities on the construction site... The impact on the environment during the operation phase is the means of transport entering and exiting the urban area, the activities of households, public areas, services... causing dust, exhaust gas, noise, wastewater...
The Decision also determines the project's environmental protection measures such as collection and treatment of wastewater and emissions during the construction and operation phases...
Quang Binh Provincial People's Committee requires the responsible project owner to only be allowed to implement the project after completing procedures on land, minerals and related procedures in accordance with the provisions of law.
During the preparation and implementation of the project before operation, in case there is any change compared to the decision approving the results of the environmental impact assessment report appraisal, the project investor is responsible for implementing in accordance with the provisions of Clause 4, Article 37, Law on Environmental Protection 2020 and Article 27, Decree No. 08/2022/ND-CP dated January 10, 2022 of the Government detailing a number of articles of the Law on Environmental Protection.
The design of construction works, environmental protection works and construction solutions must be approved by competent state agencies to ensure safety and meet environmental protection requirements for the project.
It is known that the Bao Ninh 4 Urban Area project, Bao Ninh commune, Dong Hoi city, was approved by the People's Committee of Quang Binh province in September 2022 in the form of bidding to select investors. This project was proposed by Truong Thinh Group. The project has a total estimated investment of about 2,471.2 billion VND. Of which, the preliminary implementation cost is 2,458.6 billion VND, of which, the cost of compensation for site clearance and resettlement is about 12,569 billion VND.
