Approval of the Program for Building a Model of Open Educational Resources in Higher Education

Deputy Prime Minister Tran Hong Ha signed Decision No. 1117/QD-TTg dated September 25, 2023 approving the Program to build an open educational resource model in higher education.

The general goal is to build a model for developing, sharing, exploiting and using open educational resources in higher education, contributing to improving the quality and effectiveness of research, teaching and learning activities, meeting the needs of learners to obtain degrees and the need for lifelong learning.

Building a portal for accessing open educational resources in higher education to become a trusted address

Specifically, the Program strives to build and operate an open educational resource access portal in higher education in the 2023-2026 period to become a reliable address for searching for learning, teaching and research materials for learners, staff, lecturers of higher education institutions and those who need to update their knowledge of higher education.

At the same time, build and develop open educational resources in higher education: Over 40% of higher education institutions participate in building and developing open educational resources in higher education; over 20% of training majors at all levels of higher education have textbooks, teaching and learning materials uploaded to the portal system for accessing open educational resources in higher education; over 300 textbooks, teaching and learning materials in higher education are uploaded to the portal system for accessing open educational resources in higher education.

Regarding the exploitation and use of open educational resources in higher education: Over 50% of higher education institutions exploit and use teaching materials and textbooks from open educational resources in higher education; over 50% of staff and lecturers of higher education institutions exploit and use textbooks, teaching and learning materials from open educational resources in higher education to serve teaching and research; over 50% of students studying in higher education institutions exploit and use textbooks, teaching and learning materials from open educational resources in higher education to serve learning and research...

Building a connection portal to connect with each university's data warehouse

Therefore, the task of the Program is to supplement and perfect the system of legal documents regulating the construction, exploitation and use of open educational resources, specifically: Develop and promulgate Government regulations on the construction, publication, connection, sharing, exploitation and use of open educational resources in higher education; prescribe regimes and policies to encourage higher education institutions, teachers and scientists to participate in contributing, sharing, exploiting and using open educational resources in higher education; develop and promulgate regulations on norms and standards on the construction, development, connection, sharing, exploitation and use of open educational resources in higher education.

Building and developing a database of open educational resources in higher education of the Vietnamese higher education system: Building and developing a database of open educational resources in higher education for all levels, training majors and training programs being implemented at training institutions to connect with the database of open educational resources in higher education of the Vietnamese higher education system.

Building and operating an open educational resources access portal in higher education: Building a common open educational resources access portal in higher education of the Vietnamese higher education system, connecting with the open educational resources database of each higher education institution and the digital learning materials portal for higher education, other document repositories on higher education, and operating, maintaining and developing the open educational resources access portal in higher education.

At the same time, raise awareness of the role and significance of building, operating and exploiting the open educational resource model in higher education: Strengthen information and communication work in the mass media in general and at higher education institutions on the role and significance of the open educational resource model in higher education in improving the quality and effectiveness of research, teaching, learning and lifelong learning activities; organize seminars and training for management staff, lecturers, learners, etc./.
