Approval of Tay Ninh Province Planning for the period 2021

(MPI) – On December 29, 2023, the Prime Minister issued Decision No. 1736/QD-TTg approving the Planning of Tay Ninh province for the period 2021 - 2030, with a vision to 2050.

Accordingly, the Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, identifies the general goal of striving by 2030 for Tay Ninh to become a dynamically developed, civilized locality with a good living environment, well adapted to climate change, and a place worth visiting and living in. Industry and tourism services are the main driving force for growth associated with the development of new spaces, making Tay Ninh one of the centers for industrial development and tourism services in the Southeast region and the whole country.

Regarding specific economic targets, by 2030, the average economic growth rate in the 2021-2030 period will reach about 9.5%/year; economic structure: agriculture, forestry and fishery account for about 11%, industry - construction accounts for about 58%, services account for 25% and product taxes minus product subsidies account for 6%. Average GRDP per capita will reach about 210 million VND (equivalent to about 7,700 USD). The average labor productivity growth rate in the 2021-2030 period will reach about 10.5%/year.

Vision for development by 2050, Tay Ninh becomes a province with a developed economy based on clean industry and high-tech agriculture; developed trade and tourism and is an international trade gateway of the Southeast region and the whole country. A province with an effective public administration system, a friendly business environment, an attractive living environment based on a sustainable and diverse ecosystem.

Regarding the development orientation of important sectors and fields, Tay Ninh Provincial Planning identifies 03 important sectors, including: Industry; Trade, services and tourism; Agriculture, forestry and fisheries. Specifically, in terms of industry, focus on strongly developing processing and manufacturing industries associated with smart, environmentally friendly technology, low emissions, energy saving, land and labor saving. Improve the operational efficiency of existing industrial parks; establish new ones and expand some industrial parks in places with conditions.

Regarding the trade, service and tourism sectors, in which, promoting the development of trade and services in a diversified, quality and effective direction, proactively promoting foreign trade with the border provinces of Cambodia and promoting trade in the Southeast region, especially with Ho Chi Minh City, attaching mechanisms to regulate production planning and attracting trade development. Regarding logistics services, developing them into one of the important economic sectors, making Tay Ninh one of the centers for goods transit, transportation, warehousing, logistics and trade in the Southeast region. Regarding tourism, maximizing the province's tourism potential and advantages, attaching importance to ecological characteristics and continuing to promote investment in synchronous development of projects according to functional subdivisions of the Ba Den Mountain National Tourist Area according to the planning in Decision No. 1099/QD-TTg dated September 5, 2018 of the Prime Minister to become a unique, international-class tourist area.

Regarding agriculture, forestry and fishery, develop the cultivation sector in a concentrated, large-scale direction, linking production with preservation, processing, consumption and export of agricultural products according to the value chain; promote synchronous mechanization, apply science and technology, especially apply high technology in all stages and stages from seeds, cultivation, harvesting, preservation, processing...

Regarding the plan for organizing socio-economic activities and the plan for arranging administrative units at district and commune levels, Tay Ninh Provincial Planning determines the organization of socio-economic activities according to "03 development zones, 04 dynamic axes, 01 social security belt". In which, zone 1 is the industrial development zone, urban service with spillover effects connecting with Dau Tieng lake and high-tech agriculture with the development center of the province being the Trang Bang - Phuoc Dong - Go Dau triangle. Zone 2 is the administrative, cultural, educational, medical, and tourism center, with services as the main focus, followed by supporting and processing industries, high-tech agriculture. Zone 3 is the agricultural development zone, gradually developing services towards social security and eco-tourism in the Lo Go - Xa Mat areas, Hoa Hoi forest, and Vam Co Dong river.

The dynamic axes include: Axis No. 1 connected to Go Dau - Xa Mat Expressway and National Highways 22, 22B, which is the main North - South development corridor of Tay Ninh province; Axis No. 2: connected to Ho Chi Minh road and National Highway 22, which is the inter-regional connecting corridor with Binh Duong province and the Kingdom of Cambodia in the East-West direction for the Southern region; Axis No. 3 connected to Dat Set - Ben Cui - Ben Cau route is the belt route for goods transit between industrial parks; Axis No. 4 connected to Provincial Road 781, which is the inter-regional connecting corridor with Binh Duong province and the Kingdom of Cambodia in the East-West direction for the central region.

The social security belt is linked to the highway along the border, connecting the regions with the Mekong Delta through Long An and the Central Highlands through Binh Phuoc, and is a corridor supporting national defense - security and social security for the northern region./.
