In his opening remarks at the Plenary Session, Russian President Putin affirmed that sustainable macroeconomic policy is a fundamental condition for the development of the economy. The Russian government has pursued this policy for many years and it has ultimately yielded positive results.
According to the head of state of Russia, the Russian economy must become a high-wage economy. He considers this not just an empty slogan, but one with economic significance. President Putin stated that over the past 10 years, the average salary in the Far East has increased 2.5 times. By the end of last year, this figure had exceeded 100,000 rubles per month in nominal terms.
The Russian president stated that the region has reduced unemployment (from 7% to 2.4%) and poverty rates, but these indicators remain higher than the Russian average.
Regarding the Far East development plan, according to Putin, Russia plans to build new bridges, including a bridge across the Tumannaya River to North Korea. The bridge from Russia to North Korea is expected to be inaugurated in 2026.
In addition, Russia continues to modernize its railway lines, including the main Baikal-Amur line and the Trans-Siberian Railway. By 2032, the transport capacity of these lines will be 1.5 times higher than at the beginning of this year.
In addition, the Russian government needs to define the parameters of a uniform incentive regime for businesses in the Far East and Arctic, which is scheduled to be implemented on January 1, 2027.
According to the Russian President, coal and gold mining in the Far East has increased nearly 1.7 times in the last 10 years. This result was achieved thanks to the principle of reporting on underground mining permits. Port capacity in the region has doubled: it now reaches nearly 380 million tons of cargo per year. It is projected that by 2030, this figure will increase by another 115 million tons of cargo per year.
Putin announced that not only teachers but also staff of educational institutions in the Far East and the Arctic will have the opportunity to obtain mortgage loans at a 2% interest rate. In addition, he instructed relevant authorities to guarantee preferential mortgage loans for all large families, regardless of the parents' ages.
The Russian President believes that increasing the subsidy (1 million rubles) for families having a third child in the Far Eastern Federal District is reasonable. He shared that currently, the rate of having a third child and subsequent children in families in the Far East is about one-quarter higher than the average in Russia. The trend of migration out of the Far East is gradually being overcome. Young people in the region feel that the future of Russia is being built in the Far East.
