Eastern Economic Forum 2025 Plenary Session

(laichau.gov.vn) On the morning of September 5 (local time), Russian President Vladimir Putin attended and delivered an important speech at the Plenary Session of the Eastern Economic Forum 2025 (EEF-2025) taking place from September 3 to 6 in Vladivostok city.

Also attending the plenary session were Lao Prime Minister Sonexay Siphandone, Mongolian Prime Minister Gombojavin Zandanshatar and Deputy Chairman of the Standing Committee of the National People's Congress of China Li Hongzhong.

In his opening speech at the Plenary Session, Russian President Putin affirmed that a sustainable macroeconomic policy is a fundamental condition for economic development. The Russian government has pursued this policy for many years and has finally brought positive results.

According to the head of state, the Russian economy must become a high-wage economy. He considers this not a cliché, but has economic significance. President Putin said that over the past 10 years, the average salary in the Far East has increased 2.5 times. By the end of last year, this figure exceeded 100,000 rubles per month in nominal terms.

Overview of the Plenary Session.

The Russian president said the region has reduced unemployment (from 7% to 2.4%) and poverty, but these indicators are still higher than the Russian average.

Regarding the development plan of the Far East, according to Mr. Putin, Russia plans to build new bridges, including a bridge across the Tumannaya River to North Korea. The bridge from Russia to North Korea is expected to be inaugurated in 2026.

In addition, Russia continues to modernize its railways, including the Baikal-Amur mainline and the Trans-Siberian Railway. By 2032, the transport capacity of these lines will be 1.5 times higher than at the beginning of this year.

In addition, the Russian government needs to determine the parameters of a unified preferential regime for businesses in the Far East and the Arctic, which is expected to be implemented by January 1, 2027.

According to the Russian President, coal and gold mining in the Far East has increased almost 1.7 times over the past 10 years. This result was achieved thanks to the declaration principle of licensing underground mining. Port capacities in the region have doubled: now they reach almost 380 million tons of cargo per year. By 2030, this figure is expected to increase by another 115 million tons of cargo per year.

The plenary session attracted the participation of many international guests.

Mr. Putin announced that not only teachers but also employees of educational institutions in the Far East and the Arctic will have the opportunity to take out mortgages at an interest rate of 2%. In addition, he assigned the authorities to ensure preferential mortgages for all families with many children, regardless of the age of the parents.

The Russian President believes that it is reasonable to increase the allowance (1 million rubles) for families having a third child in the Far Eastern Federal District. He shared that currently, the rate of third and subsequent births in families in the Far East is about a quarter higher than the average in Russia. The trend of emigration from the Far East is gradually being overcome. Young people in this region feel that the future of Russia is being built in the Far East.
