At the meeting, Vice President Vo Thi Anh Xuan expressed her joy at visiting the beautiful and hospitable country of Uganda for the first time, thanked the high-ranking leaders and people of Uganda for the warm and friendly welcome for the delegation, appreciated Uganda's role and important contributions to international forums, and expressed her belief that Uganda will successfully fulfill its role as Chair of the Non-Aligned Movement for the 2023-2026 term and Chair of the Group of 77 and China in 2024, as well as soon complete the goals in the Uganda Vision 2040 on building a developed and prosperous country.
Ugandan President Yoweri Museveni welcomed Vice President Vo Thi Anh Xuan and the Vietnamese delegation to attend the 19th Summit of the Non-Aligned Movement.
The President recalled his deep impressions of his visit to Vietnam in November 2022, expressing his admiration for the history of the struggle for national liberation and Vietnamese leaders such as President Ho Chi Minh , General Vo Nguyen Giap, Prime Minister Pham Van Dong, Vice President Nguyen Thi Binh... and affirmed his desire to further promote the traditional relationship and friendly cooperation between Vietnam and Uganda.
In a sincere and open atmosphere, Vice President Vo Thi Anh Xuan and the President of Uganda discussed and agreed on specific directions to deepen and effectively enhance bilateral cooperation in all fields.
In terms of politics and diplomacy, the two sides affirmed the importance of increasing delegation exchanges to increase understanding and political trust, creating momentum for economic cooperation; agreed to continue to closely coordinate and support each other at multilateral forums, especially the United Nations, the Non-Aligned Movement as well as at important organizations in the two regions such as the African Union (AU) and ASEAN.
On this occasion, the Vice President asked Uganda to support ASEAN's common stance on resolving disputes in the East Sea by peaceful means, respecting international law.
Regarding economic cooperation, the two sides agreed to actively implement the results of President Yoweri Museveni's visit to Vietnam, increase the exchange of business delegations, coordinate the organization of investment and trade promotion events, and improve the effectiveness of cooperation in the agricultural sector.
President Yoweri Museveni highly appreciated Vietnam's capacity in information technology and expressed his wish that Vietnam would support Uganda in digital transformation, training high-quality human resources in technology, automation, artificial intelligence, etc.
In the telecommunications sector, the Vice President suggested that Uganda create conditions for large Vietnamese corporations such as Viettel to seek investment opportunities in Uganda.
The two sides agreed to promote negotiations and sign important bilateral cooperation documents, including the Investment Promotion and Protection Agreement and the Double Taxation Avoidance Agreement, thereby perfecting the legal framework to promote bilateral cooperation, especially in the economic field.
Within the framework of Vice President Vo Thi Anh Xuan's activities in Uganda, on January 19, 2024, the Vietnam Federation of Commerce and Industry signed a Memorandum of Understanding on cooperation with the Uganda Chamber of Commerce and Industry.
Receiving the President of the Uganda Chamber of Commerce and Industry after the signing ceremony, the Vice President highly appreciated the signing of the cooperation MOU, suggesting that the two sides develop a specific plan to effectively implement the MOU, especially in connecting and supporting businesses, providing information about the market, and business and investment policies of each country, thereby creating a breakthrough for economic cooperation.
