Towards a comprehensive development environment
In the last 6 months of 2025, Tuyen Quang province has clearly identified key tasks to create a safer, healthier and more friendly environment for children. Based on the results achieved in the first half of the year, all levels and sectors will continue to synchronously implement programs and plans for child protection, care and education that have been approved for both the period and each year.
First of all, state management of children will continue to be strengthened. Inspection and supervision will not only stop at the provincial level, but will be expanded and regularly implemented at the grassroots level, where children and families are directly approached. Thereby, early detection of difficulties and shortcomings in policy implementation; timely handling of risks of abuse, violence or violations of children's rights, contributing to preventing unfortunate consequences that may occur.
At the same time, the province will innovate communication and community education on child protection and care. Instead of integrating in a formal way as before, communication activities in the coming period will be designed in a more diverse way, using familiar forms such as discussions at schools, communication via social networks, local loudspeakers, combining legal advice and life skills, to increase interaction and effectiveness of information reception for both children and adults.
Media content will focus on children's rights, prevention of abuse, violence, child marriage, incestuous marriage, and prevention of backward customs that still exist in some remote areas.
Along with that, strengthening inter-sectoral coordination is one of the key solutions. Departments and branches from Health, Education, Justice to Police will continue to improve the effectiveness of information sharing, case handling, participation in monitoring and policy advice.
Legal aid for children will be integrated into mobile communication campaigns at the grassroots level, especially in areas with a large population of ethnic minorities. This will help children and their families understand the law, avoid legal risks, and proactively protect children's legal rights.
One of the special focuses is that the province will mobilize maximum social resources to take care of children in special circumstances, children in disadvantaged groups, children at risk of falling into special circumstances such as disabilities, orphans, abandoned children, children of poor households, and children in mountainous areas.
In addition to local budget sources, the province continues to call for support from businesses, social organizations, and the Vietnam Children's Fund to implement timely intervention programs, from supporting screening, surgery, and rehabilitation to giving bicycles, scholarships, and Tet gifts.
The Social Work Center and the Provincial Children's Fund coordinated to organize screening for 578 children with eye, lip-palate, motor and congenital heart defects. Thereby, they discovered and made a list: 91 children suspected of having heart disease, 37 children needing eye surgery, 33 children needing lip-palate surgery, 41 children needing motor surgery and 240 children needing rehabilitation.
Regarding support from the Provincial Children's Fund: 400 Tet gifts worth 120 million VND were given, emergency support was given to 1 child who had an accident (10 million VND), 3 children who had a house fire/accident (5 million VND/gift), and 39 children suspected of being poisoned (500,000 VND/gift), total value of 44.5 million VND. In addition, gifts were given to disabled children on the occasion of Vietnam's Disabled People's Day.
From the Vietnam Children's Fund: 30 bicycles were given to 30 poor children in Lam Binh district, worth 52.5 million VND.
In particular, on major holidays such as Mid-Autumn Festival, the opening of the new school year, and Lunar New Year, activities to visit and give gifts to children in difficult circumstances, disabled children, orphans, children affected by accidents, natural disasters, epidemics, etc. will continue to be organized thoughtfully and practically. This is not only material support but also a source of deep spiritual encouragement for children to feel the love and care from society.
Tuyen Quang will continue to promote the building of a friendly, non-violent living environment for children through the development of cultural and sports institutions; investment and renovation of playgrounds, schools, and cultural houses; building a model of "safe schools - active students"; expanding creative and recreational spaces for children in both urban and rural areas. At the same time, improve the capacity of staff in charge of children's work at the grassroots level, gradually overcoming the current situation of holding multiple positions and lacking expertise.
With a comprehensive orientation and synchronous participation of all levels, sectors and the community, Tuyen Quang province expects that the second half of 2025 will be an acceleration period, continuing to create a solid foundation so that all children, regardless of where they are or their circumstances, can live in a safe environment, be listened to, be loved and have the opportunity to fully develop both physically and mentally.
