In order to ensure the organization of the 2025 high school graduation exam seriously, safely, in accordance with regulations and in accordance with the arrangement of new provincial-level administrative units, the Ministry of Education and Training requests the People's Committees of provinces and centrally run cities subject to the arrangement of provincial-level administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the 15th National Assembly to direct relevant units to implement a number of important contents.
Specifically, for localities operating the government after the arrangement according to the provisions of Resolution 202 from July 1, 2025, the unit organizing the exam invigilation work must comply with the direction, guidance, and plan of the Ministryof Education and Training, the National Exam Steering Committee, and relevant ministries and branches.
Regarding the work of marking and reviewing exam papers, localities establish examination boards according to current administrative units. In particular, priority is given to using personnel who are not subject to transfer or rotation due to the arrangement of provincial-level administrative units to limit changes when implementing tasks; ensure funding sources for organizing the activities of the boards, clearly determine the expenditure levels for the activities of the boards and members of the examination council according to the regulations of the Ministry of Finance and the resolution of the People's Council at the same level in the locality, to be completed before June 30, 2025.
The next step is to strengthen the Provincial Examination Steering Committee, the examination council and the committees under the examination council (the marking committee, the grading committee, the review committee) as soon as the new provincial government officially operates (if necessary) to lead and direct the examination activities at the local level to ensure smooth operation and no gaps in the direction and management.
Regarding the operating model of the examination council, the Ministry of Education and Training guides that an examination council has many secretariats, marking committees, and grading committees... In which, the number of each committee corresponds to the number of old provinces/cities before the arrangement of provincial-level administrative units.
The examination council committees operate according to the four on-site principles: On-site leadership; on-site personnel; on-site facilities and equipment; on-site logistics and finance. The regime and expenditure norms for the activities of the committees and members of the examination council are applied in general throughout the new province or applied separately according to the resolution of the People's Council of each province before the arrangement of provincial-level administrative units as decided by the locality.
Regarding the review of exam papers, localities follow the same principles as the exam marking organization.
For localities operating the government after the arrangement according to the provisions of Resolution 202 from July 15, 2025, the exam will be organized according to the plans and issued guidelines.
