Investing in essential infrastructure for ethnic minority areas

- Implementing Project 4 "Investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas (EMMA)" under the National Target Program (NTP) for socio-economic development in EMMA for the period 2022 - 2025, Tuyen Quang province has invested in many essential infrastructure works, put them into use, contributing to improving the material and spiritual life of the people.

Infrastructure is increasingly spacious

In the period of 2022 - 2025, Son Duong district was allocated over 243 billion VND to implement programs and projects for socio -economic development in the Ethnic Minority and Mountainous Region. With this funding source, the district has invested in upgrading and constructing over 129 works, maintaining 17 works and investing in the construction of 13 cultural institutional works in disadvantaged communes.

Vice Chairman of the Provincial People's Committee Nguyen The Giang inspected the investment project from the National Target Program on Socio-Economic Development of the Central Highlands and Central Highlands in Chiem Hoa district.

For example, Trung Yen is one of the disadvantaged communes of Son Duong district. Since the program was implemented, the commune has made strong changes. Comrade Ma Van Tu, Chairman of the People's Committee of Trung Yen commune, happily shared: implementing the national target programs, the commune has invested in upgrading the village cultural house, upgrading the commune central market, and 100% of inter-village roads have been concreted. The smooth concrete roads not only make it more convenient for people to travel but also open up opportunities for trade, transport of agricultural products, and promote the local economy. Not stopping there, the commune has also proactively mobilized resources to support the construction of residential houses, installed security cameras, planted trees, and flowers along the roads, creating a new, spacious, green - clean - beautiful rural appearance.

In Khe Dang village, Tu Quan commune (Yen Son), the concrete road leading to the residence of nearly 20 households and over 30 hectares of people's production land was completed by the end of 2024. Comrade Dinh Thi Xuan Thu, Vice Chairman of Tu Quan commune People's Committee, said that the road is nearly 1 km long, 3.5 m wide, and has an investment value of over 1 billion VND. People in Khe Dang are very excited. 14 families with the road passing through have voluntarily cleared the land, donating over 800 m2 of land.

Mr. Ly Van Minh, Dao ethnic group, Khe Dang village shared that in previous years, people raised pigs, buffaloes, cows, and grew a lot of corn and rice, but it was difficult to sell them because the roads were very difficult. Now that the government has invested in a wide and beautiful concrete road, traveling and trading goods will be more convenient. Having a new road will promote livestock farming, growing food crops and afforestation; it will also be easier for children to go to school.

Create development leverage

In the 2022 - 2025 period, the province was allocated more than 1,218 billion VND to implement Sub-project 1, Project 4 on investing in essential infrastructure, serving production and life in the Ethnic Minority and Mountainous Region; investing in renovating the market network; maintaining infrastructure works in communes in Region III, ATK communes, and extremely disadvantaged villages.

With the above resources, the province has focused on investing in the construction of 595 infrastructure works, including 377 traffic works, 20 school works, 44 irrigation works, 5 rural electricity works, 95 community houses, 1 medical station, 7 domestic water works, 20 bridge works and 26 auxiliary works.

Trung Yen commune central market is invested to create favorable conditions for people to exchange and buy and sell agricultural products and goods.

In addition, 19 new and repaired traditional market buildings have been invested in, creating favorable conditions for people to exchange and buy agricultural products and essential goods, promoting local production. In particular, 510 infrastructure projects that were invested from previous capital sources have also been maintained and repaired, ensuring long-term and sustainable use.

Khuoi Ma hamlet, Hung Loi commune (Yen Son) has more than 67 households with 387 people of Mong ethnic group living there. Previously, when mentioning Khuoi Ma, people immediately thought of a hamlet with “many nothings”: no electricity, no roads, no phone signal… people’s lives were almost isolated from the outside world.

However, in just the past few years, thanks to the attention of the State and local authorities, especially from the National Target Program for Socio-Economic Development of the Ethnic Minority and Mountainous Region, Khuoi Ma has had many positive changes. In particular, in 2023, the national grid was brought to Khuoi Ma village, which sparked joy and expectations for a new life for the Mong ethnic people here. Mr. Vuong Van Pao, Khuoi Ma village said that he and dozens of families in the village were very excited, there was electricity, people bought fans and televisions, and the quality of life was greatly improved.

Comrade Trieu Van Quynh, Vice Chairman of Hung Loi Commune People's Committee, said that with the attention of the State, the last two villages of the commune, Khuoi Ma and Tau Lin, have had national grid electricity. Along with that, the bridge across Pho Day River in Bum Ken village was invested with a construction cost of nearly 15 billion VND; the bridge is 72m long, the bridge surface is 6.5m wide. Since the project was completed, it has helped nearly 190 households with 900 people, including Mong and Dao people... in the two villages of Bum Ken and Khuoi Ma, to travel and transport goods more conveniently.

Socio-economic development of the Ethnic Minority and Mountainous Region is the task of the entire political system, so it is necessary to focus on leadership, direction and synchronous implementation of ethnic policies, including specific policies of the province. The Provincial People's Committee determined to mobilize and effectively use resources to invest in socio-economic development of the Ethnic Minority and Mountainous Region, especially the particularly disadvantaged communes with the motto of equality, solidarity, respect and mutual assistance for development among ethnic groups. Infrastructure projects in the Ethnic Minority and Mountainous Region have been gradually removing geographical barriers, connecting regions, creating a strong lever for the development of production, trade and improving the quality of life of the people.
