
The trial operation was carried out at the People's Committee of An Cuu Ward (including the old wards: An Dong, An Tay, An Cuu) and the People's Committee of Huong An Ward (including the old wards: An Hoa, Huong So, Huong An). Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Nguyen Van Phuong and many leaders of the city and departments and branches inspected and directed the trial operation.
At the inspection points, the Chairman of the City People's Committee surveyed the actual facilities, organizational structure and procedures for receiving and processing administrative records under the conditions of the two-level local government model being tested. It was noted that the wards have basically completed the task assignment plan, maintained the stable operation of the apparatus, and ensured smooth operation.
At the one-stop-shop of the wards, administrative activities are still taking place normally. People coming to do procedures related to household registration, residence, land, document confirmation, etc. are all guided enthusiastically and processed promptly.
The initial trial operation recorded many favorable points, notably the initiative of grassroots staff, effective coordination between city departments and offices, and consensus from the people.

Speaking at the inspection, Chairman of the City People's Committee Nguyen Van Phuong emphasized that the rearrangement of administrative units and the organization of a two-level local government model is a major policy, aiming to build a streamlined, effective, efficient administration, better serving the people and businesses. In particular, the model of the Ward-level Public Administration Center, when operating effectively, will help shorten the process, reduce processing time, and increase publicity and transparency in handling administrative procedures.
After the reorganization, Hue city will have 40 commune-level administrative units, including 21 wards and 19 communes. This is a major change of strategic significance, requiring careful and synchronous preparation at all levels and sectors.
“Model transformation is not only a change in organization but also a change in the way of serving. The government must be closer to the people, understand the people better and listen to the people more. In particular, there must be no interruption in serving the people when carrying out administrative procedures,” Chairman Nguyen Van Phuong affirmed.
On this occasion, the Hue City People's Committee advised people that the transition to a two-tier local government model does not change the legal value of current identity documents. Therefore, people do not need to adjust administrative information at this time, to avoid putting pressure on the reception system and ensure stability during the apparatus transition process.
