Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the City National Assembly Delegation Le Truong Luu delivered the opening speech of the session.

Party Central Committee member, Secretary of the City Party Committee, Chairman of the People's Council, Head of the City National Assembly Delegation Le Truong Luu; Party Committee Standing Committee member, Permanent Vice Chairman of the City People's Council Nguyen Quang Tuan; Vice Chairman of the City People's Council Ha Van Tuan chaired the meeting.

Also attending the meeting were Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong.

At the meeting, the City People's Council will review, discuss and resolve a number of important contents such as: Decentralization of revenue sources, expenditure tasks and budget allocation ratios among local government levels; adjustment and supplementation of the medium-term public investment plan for the period 2021 - 2025; advance of the city budget to speed up the implementation of important and urgent projects; plan for using and allocating city budget savings in 2024; list of land plots for bidding to select investors; conversion of forest use purposes to other purposes; construction zoning plan (scale 1:2000) of Huong Lam Industrial Park - A Dot Border Gate Economic Zone and a number of other important contents...

The meeting will review and discuss many important issues.

In his opening speech, Chairman of the City People's Council Le Truong Luu emphasized that this session took place in the context that agencies, units, and authorities at all levels are urgently focusing on preparations for the implementation of a two-level local government from July 1, 2025.

“In response to the urgent requirements of implementing the tasks of economic development and ensuring social security, based on the submission of the City People's Committee and the results of the examination of the People's Council Committees, the City People's Council delegates need to uphold their sense of responsibility, research, discuss, and carefully consider each content, ensuring that the resolutions are passed in accordance with regulations, are highly feasible, and meet practical requirements, contributing to promoting the overall development of the city, meeting the trust and expectations of the people,” Chairman of the City People's Council Le Truong Luu suggested.
