Actively update information
Ms. Thuy Trinh, a small business owner in the area, said: We just changed the administrative boundary information on the business registration certificate in January 2025 after Hue became a centrally-governed city. Now, the administrative boundary information is about to change, is it necessary to adjust the related information on the business registration certificate? I hope the relevant agencies will soon have specific instructions. Currently, the number of records that need to be adjusted nationwide is very large, the business registration system needs to be upgraded soon to reduce difficulties for businesses.
From July 1, 2025, district-level administrative units will cease to operate. Accordingly, the accounts of district-level business registration officers will no longer be used on the national information system for business registration, business households, and cooperatives (system).
To ensure that the procedures for registering business households and cooperatives are carried out smoothly and without interruption after the restructuring of the organization and apparatus, the Department of Finance has sent a document to the People's Committees of districts, towns and cities, and the People's Committees of communes, wards and towns in the area. In particular, the Department of Finance requests that the units urgently synthesize the following contents: Name and identification code of the commune-level business registration agency; list of officials of the commune-level business registration agency; information on the city's business registration and cooperative registration fees, and send them to the Department of Finance for synthesis and reporting to the City People's Committee to send to the Ministry of Finance before June 23, 2025 for updating on the system.
For information on payment of registration fees for business households and cooperatives, it is recommended that the commune-level business registration authority update the information on the system, and attach an information provision form, requesting changes to payment information for business registration fees and cooperatives.
Regarding the settlement of business registration dossiers, the Department of Finance also requested the district-level business registration agency to settle all registration dossiers being submitted on the system before the administrative unit expires from July 1, 2025. For valid dossiers, the district-level business registration agency shall accept the dossiers and return the results to the people. For invalid dossiers, it shall notify the content that needs to be revised or supplemented. For revised or supplemented dossiers submitted after July 1, 2025, due to changes in regulations on administrative procedures and changes in administrative units, the business registration agency shall instruct the people to declare the dossiers according to the new regulations and submit them to the competent business registration agency of the new administrative unit.
For paper-based business registration documents, the district-level business registration agency must promptly digitize them before the district-level business registration agency ceases operations. After this time, if the conversion has not been carried out as required, the district-level People's Committee shall be responsible to the city-level People's Committee for business management when implementing a two-level local government.
Only change administrative boundary information when needed.
In response to concerns from businesses, Mr. Phan Quoc Son, Deputy Director of the Department of Finance, informed: Businesses continue to use the business registration certificate, household business registration certificate, cooperative registration certificate, cooperative group registration certificate, branch/representative office/business location registration certificate (collectively referred to as business registration certificate) that have been issued. The business registration agency is not allowed to request businesses to register changes in address information due to changes in administrative boundaries.

Enterprises only update information about the address due to changes in administrative boundaries on the Business Registration Certificate when needed or at the same time when registering changes or notifying changes to other contents in the business registration.
Regarding fees and charges, according to the provisions of Article 4 of Decree No. 125/2025/ND-CP dated June 11, 2025 of the Government on regulations on the division of authority of local authorities at 2 levels in the field of State management of the Ministry of Finance: "Organizations and individuals performing administrative procedures must pay fees and charges according to the provisions of law when requesting to resolve administrative procedures to the agency receiving the dossier, except for cases exempted according to the provisions of law. Payers can choose to pay fees and charges directly or online through the public service portals of state management agencies".
