National conference on implementing legal documents in the field of management and use of public assets

Attending the conference at Bac Kan province were representatives of the leaders of the departments of Agriculture and Environment, Industry and Trade, Finance, and Home Affairs.

The conference aims to promptly and effectively deploy the content of decentralization, delegation of power, and determination of authority in the field of management and use of public assets when implementing the 2-level local government model.

At the Conference, representatives of the Department of Public Asset Management introduced regulations on standards and norms for the use of offices, public facilities, cars, machinery and equipment; the main contents of Circular No. 36/2025/TT-BTC dated June 12, 2025 amending and supplementing a number of articles in the Circulars of the Minister of Finance ;

Introducing the Government's decrees detailing a number of articles of the Law on Management and Use of Public Assets, including: Decree No. 155/2025/ND-CP dated June 16, 2025 stipulating standards and norms for the use of offices and public service establishments; Decree No. 153/2025/ND-CP dated June 15, 2025 amending and supplementing Decree No. 72/2023/ND-CP stipulating standards and norms for the use of automobiles; Decision No. 15/2025/QD-TTg of the Prime Minister stipulating standards, norms and norms for the use of machinery and equipment.

The conference devoted time for delegates to exchange, discuss, and listen to opinions, difficulties, and problems in the process of implementing the management and use of public assets from localities.

Given the importance of the documents, the leaders of the Ministry of Finance requested localities to synchronously and seriously implement the new regulations in the context that the whole country is implementing the 2-level local government model and strengthening financial discipline. Localities need to proactively review and update documents and provide guidance to the team working on public asset management to ensure proper implementation of legal regulations./.
