Coordinate to improve the effectiveness of aquatic resources regeneration and protection

In recent years, with the participation and support of organizations and individuals in Can Tho City, the movement of releasing fish into the natural environment in the city has grown stronger, contributing significantly to the regeneration and protection of aquatic resources (Aquatic Resources). Promoting the achieved results, the Department of Agriculture and Environment (Agriculture and Environment) of Can Tho City is actively strengthening coordination with city departments and branches, together with the Vietnam Buddhist Sangha of Can Tho City and related units to promote and improve the effectiveness of the work of regeneration and protection of Aquiculture Resources.

Positive effects from coordination

In order to maintain biodiversity and ensure long-term livelihoods for many people living on aquaculture and fisheries, recently, the authorities of Can Tho City have paid attention to and implemented many programs and activities to regenerate, protect and develop fisheries. In addition to actively informing and propagating to raise awareness, action and mobilize the whole community to "join hands" to protect fisheries, the authorities also pay attention to promoting the release of fish into the wild. In particular, on the occasion of April 1 every year, to celebrate the traditional day of the Vietnamese Fisheries Industry, the city's Department of Agriculture and Environment not only organizes the release of fish into the natural environment in large numbers but also integrates many information and propaganda activities and organizes a launching ceremony to call for community participation. The sector also pays attention to coordination between departments, sectors, cities, especially with the Vietnam Buddhist Sangha of Can Tho City and localities in the Mekong Delta region to mobilize social resources, the participation of monks, nuns, Buddhists and people to release fish into the wild.

According to the Department of Agriculture and Environment of Can Tho City, the cooperation and coordination between the Department of Agriculture and Environment and the Vietnam Buddhist Sangha of Can Tho City and relevant parties have been maintained for many years and achieved remarkable results. In the period of 2022-2025, on average, the city released more than 10 million shrimp, crab, and fish fry into natural resources every year. This success comes from the strong spread and mobilization of resources from mass organizations, businesses, monks, Buddhists, and kind-hearted individuals. The movement is not only limited to Can Tho but also has inter-provincial coordination with many localities in the Mekong Delta. Thanks to that, community awareness of ecological environmental protection has been spread and improved over the years. Many pagodas have become "bright spots in propaganda", integrating Buddhist teachings with environmental protection content, helping people "understand correctly, do correctly" and spread good values.

The Department of Agriculture and Environment of Can Tho City in coordination with the Executive Committee of the Vietnam Buddhist Sangha of Can Tho City has just signed a joint memorandum of understanding between the Department of Agriculture and Environment and the Executive Committee of the Vietnam Buddhist Sangha of Can Tho City on the field of releasing, regenerating and protecting aquatic resources in the city. Accordingly, the two sides will coordinate to implement the contents of the memorandum from the date of signing (November 5, 2025) to December 31, 2030 and automatically extend for another 5 years if one of the two sides does not notify to stop implementation. This cooperation is expected to help improve the effectiveness of activities of releasing and releasing fish to regenerate aquatic resources, mobilizing the participation of monks, nuns, Buddhists and people into an organized and oriented action program and making practical contributions to the conservation and development of sustainable ecosystems.

According to Venerable Thich Binh Tam, Deputy Head of the Standing Committee, Executive Committee of the Vietnam Buddhist Sangha in Can Tho City, in recent times, in monasteries and in Buddhist families, fish are regularly released on the full moon day of every month and on festivals such as Buddha's Birthday (April of the lunar calendar), Vu Lan Festival (July of the lunar calendar)... The release of fish by Buddhists takes place regularly but there are no specific plans and this activity still has limitations, such as people often release many types of large fish, turtles, birds, catfish and other inappropriate fish species, reducing the effectiveness of NLTS regeneration activities. Therefore, through signing a cooperation agreement with the Department of Agriculture and Environment of Can Tho City, the Vietnam Buddhist Sangha in Can Tho City will have the conditions to increase the dissemination of legal regulations and guide monks, nuns, Buddhists and people to release fish according to standards, species and techniques to ensure practical effectiveness.

According to the content of the memorandum, the two sides will strengthen coordination with each other and with state management agencies in propaganda and community education on environmental protection and NLTS. Training, improving knowledge, sense of responsibility and mobilizing resources of monks, Buddhists and people in the activities of releasing, regenerating and protecting NLTS. Preventing and minimizing the spread of invasive alien species that are harmful and at risk of harming the environment. Guiding the release of endangered, precious, rare aquatic species and aquatic species with economic and scientific value, indigenous and endemic species into natural areas, contributing to the protection of biodiversity and bringing benefits to social life...

Ms. Quach Thi Thanh Binh, Deputy Director of the Department of Agriculture and Environment of Can Tho City, said: “The Department of Agriculture and Environment is committed to accompanying and closely coordinating with the Vietnam Buddhist Sangha in training and organizing instructions so that the release is carried out "in accordance with the law, the right species, and the right environment". Promote the green release model, build and replicate release models along with environmental protection. There is technical support, environmental monitoring at release points, monitoring and checking the quality of released offspring to ensure effective regeneration. The ultimate goal is to ensure that the activity is both spiritual and in compliance with legal regulations, contributing substantially to the regeneration of NLTS and the development of sustainable ecosystems".

According to Ms. Thanh Binh, the coordination between state management agencies and socio-religious organizations in the work of regenerating, conserving and developing NLTS is extremely necessary and has a profound meaning, contributing to maintaining the balance of nature, protecting biodiversity and promoting spiritual and cultural values ​​connecting generations. The activity of releasing fish and aquatic species into the wild is also a very meaningful activity, contributing to the restoration of gene sources, ecological conservation and biodiversity for species. This activity is completely consistent with the "Aquaculture Development Strategy to 2030, vision to 2050", which determines that the release of additional seeds, regeneration and development of NLTS must be respected, implemented regularly nationwide and widely socialized.
