Conducting a field survey at the Provincial Road 948 Upgrade Project (in Thoi Son Ward, Nui Cam Commune, Tri Ton Commune), the current status of the Provincial Road 948 bypass at points where the site has not been cleared due to complaints about compensation for site clearance at Bau Muop section, Thoi Son Ward, comrade Le Van Phuoc emphasized that this is an important project, a national defense - security line for the border and ethnic areas, at the same time, contributing to connecting tourist areas, traffic and transportation of agricultural products in An Giang province.
To complete the projects on schedule, Vice Chairman of the Provincial People's Committee Le Van Phuoc requested that relevant agencies and localities review the procedures, appraise compensation plans strictly and in accordance with regulations; disburse public investment capital in accordance with procedures and regulations; urge early appraisal of prices, approval of compensation plans, and disbursement on schedule.
After surveying the actual works, the Vice Chairman of the Provincial People's Committee and the working delegation worked with the investor and the People's Committees of the communes and wards: Thoi Son, Nui Cam, Tri Ton. Reporting at the meeting, Director of the An Giang Provincial Project Management Board Dinh Van To said: Up to now, the Provincial Project Management Board has disbursed 1,800 billion/5,321 billion VND of public investment capital. The unit has requested the regional project management boards to disburse in the spirit of "6 clear" according to the direction of the Prime Minister : Clear people, clear work, clear time, clear responsibility, clear products, clear authority; stick to the scene, determined to disburse on schedule according to the direction to reach 70% by September 30, and 100% by December 31.
Reporting on the progress of disbursement of key projects by the end of July 2025, Director of Project Management Board of Region IV Hua Van Tai said: The total public investment capital allocated in 2025 is over 772 billion VND. As of August 4, 327 billion VND has been disbursed, reaching 42.36% of the total allocated capital. It is estimated that by the end of September 2025, over 540.7 billion VND will be disbursed; it is estimated that over 760 billion VND will be disbursed in 2025.
Currently, there are 10 key projects in the area. The urgent upgrading and expansion project of Provincial Road 948, part of the national defense and security line for border and ethnic areas (phase 2), has so far disbursed 166.486 billion/392.505 billion VND. The construction site has been handed over 18,283m/18,896m. There are 34 households that have not been handed over, with a length of 613m. The total progress to date has reached about 85%, including 5 packages: Package No. 12 reached 94%; Package No. 13 reached 76%; Package No. 14 reached 91%; Package No. 35 reached 75%; Package No. 43 (electricity and water) reached 90%.
The current difficulty is that the Provincial Road 948 Project (phase 2) has a relatively high allocated capital level (VND 392.5 billion, accounting for 50.39% of the total capital in 2025; VND 166.4 billion has been disbursed, the remaining VND 226 billion must be disbursed in 2025). However, there are currently 34/1,969 households, with a length of 613m, who have not agreed on the compensation price for handing over the site to the construction unit...
Working with investors and People's Committees of Thoi Son, Nui Cam, Tri Ton communes, Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc emphasized that currently the pressure to disburse public investment capital is very large, the volume is still very large. According to the public investment capital plan assigned by the An Giang Provincial People's Council, there is still over 20,000 billion VND that has not been disbursed. To implement the Government's direction to disburse 100%, each month the province must disburse 4,000 billion VND to meet the target, 135 billion VND/day, so the task is very heavy.
Vice Chairman of An Giang Provincial People's Committee Le Van Phuoc said that the remaining volume for the last 5 months of the year is very large, and requested localities to promptly respond to difficulties and obstacles so that the Provincial People's Committee can direct departments and branches to resolve them; departments, branches and localities should advise the Provincial People's Committee to handle them before August 15. Regarding public investment capital, to achieve 100% disbursement, the Provincial Project Management Board and 4 regional project management boards must develop a roadmap plan, detailed weekly and monthly progress, combined with increased inspection to remove difficulties and obstacles.

It is necessary to strengthen the responsibility of heads, departments, branches, secretaries, chairmen, Party committees, and the Provincial People's Committee to regularly inspect, remind, and take responsibility before the Provincial People's Committee for the results of public investment disbursement" - Vice Chairman of the An Giang Provincial People's Committee Le Van Phuoc emphasized.
