Earlier, on the afternoon of July 7, local authorities received a report that a drowning incident had occurred in the drainage canal of Yen Tap residential group, Yen Dung ward. The two victims were identified as Nguyen Van T and Nguyen Long N, both born on October 24, 2012, both in 7th grade, both living in Yen Hong residential group, Yen Dung ward.

According to witnesses at the scene and family members, at around 5:00 p.m. on July 7, a group of six students from the same village, playing together, rode their bicycles to a canal about 1 km from their home to cool off.
When he saw his friend Nguyen Van T struggling in the canal, Nguyen Long N swam out to save him. Although he knew how to swim, he lacked the skills to rescue people in distress. This was a new canal, it had been raining for many days, and the water level had risen, so the two children were exhausted.
When they discovered the incident, the group of friends ran back to call their family for help. After about 30 minutes, the two children were taken to the emergency room at a medical facility but it was too late.

At the two families, comrade Le Xuan Loi expressed his sorrow and deep condolences when the families lost their young son, nephew, and brother. He kindly visited and gave the province's support (each part of 5 million VND) to share the loss and encourage the families to overcome the grief soon. The leaders of Yen Dung ward also gave part of the local support (each part of 1 million VND) to the families of the two children.
The Vice Chairman of the Provincial People's Committee also directed functional agencies and local authorities to strengthen the work of preventing and combating drowning for children and students, especially during the summer; regularly propagate andeducate about drowning prevention and combat; provide guidance on preventive measures, safety skills, first aid when encountering drowning people; organize free or low-cost swimming classes for children.
Localities urgently review and add warning signs at rivers, streams, ponds, lakes, canals, ditches, etc. Families are warned to strengthen the management of their children on summer vacation; it is recommended not to go to ponds, lakes, rivers, streams to swim and cool off in hot weather, especially in places with prohibition signs... as there is a potential risk of drowning accidents.
