
The delegation focused on inspecting and grasping the progress of resettlement projects to serve people affected by the Bao Loc - Lien Khuong Expressway Project.

In the morning, the working group surveyed the starting point of the expressway and the locations of resettlement area construction projects in Ward 1, Bao Loc, Bao Lam 2 Commune, Di Linh Commune, Hoa Ninh Commune and Duc Trong Commune.
Here, provincial leaders listened to reports from relevant units and People's Committees of wards and communes on implementation progress and difficulties and problems that need to be resolved.

According to the report of Lam Dong Provincial Construction Investment Project Management Board (PMU), during the field inspection, the PMU recorded a case of people planting agricultural crops on land within the project's reclaimed boundary that had been marked for site clearance.
Resettlement areas are currently in the investment preparation stage and have not yet begun construction.
Planting trees while the project is carrying out land acquisition procedures shows signs of generating illegitimate benefits from the compensation policy for assets attached to the land; in some cases, people deliberately expand and increase the density of cultivation after knowing about the project implementation.
According to a report from the Lam Dong Provincial Construction Investment Project Management Board, the Bao Loc - Lien Khuong Expressway Project affects 5,370 households and 14 business organizations.

Previously, the Project Management Board under the (old) districts coordinated with the People's Committees of the (old) wards/communes to organize meetings with the people, issue plans for site clearance and announce land recovery. Of which, there are 5.2 hectares of residential land.
Regarding the resettlement areas, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai assessed that the selected locations are quite favorable. Some areas have met the conditions, so the Project Management Board needs to implement them soon. For areas that do not meet the planning requirements, the relevant parties will review and complete them.
Regarding information showing signs of taking advantage of land clearance compensation policies, the Vice Chairman of the Provincial People's Committee requested localities to strengthen land management for cases where land recovery has been announced and to organize inventories.
Cases of construction and tree planting on land areas undergoing recovery procedures to take advantage of compensation policies, if discovered, must be strictly handled.

Requires a spirit of responsibility from province to commune
In the afternoon of the same day, at Duc Trong Commune People's Committee, the working delegation of Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai had a working session with leaders of departments, branches and representatives of People's Committees of wards and communes where the expressway passes through and where there are resettlement projects.

Localities have reported many problems arising during the implementation process. Prominent issues focus on site clearance compensation, inventory of structures and crops, and difficulties in assessing compensation prices.
The investor representative proposed and requested the Provincial People's Committee to address a number of issues; in which, the province should promptly direct the removal of obstacles regarding the site; at the same time, affirming that it will complete the design survey and select a contractor to implement the project in November 2025.

In his concluding remarks, Mr. Nguyen Hong Hai - Vice Chairman of Lam Dong Provincial People's Committee emphasized: Bao Loc - Lien Khuong Expressway Project is an extremely important project whose direct beneficiaries are the people. Therefore, its rapid and early implementation will bring great benefits, promoting the socio -economic development of the province.
The current situation of National Highway 20 is overloaded, especially during peak seasons and holidays. This further confirms the urgency of investing in this highway.

To thoroughly remove obstacles and speed up progress, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai gave specific and drastic instructions and required high responsibility, implementation must have specific results and monthly reports to the Provincial People's Committee.
The Department of Construction is required to urgently review and advise on the establishment of a new Steering Committee to comprehensively manage the project.
Communes must develop plans and roadmaps for site clearance quickly, specifically, in detail, ensuring feasibility. This must be done methodically and responsibly.
The Project Management Board closely coordinates with localities, based on the land acquisition and resettlement area plan to develop a master plan for implementation.

The Vice Chairman of the Provincial People's Committee assessed that the resettlement areas have basically beautiful and convenient locations, so efforts should be made to implement them soon. In particular, the Department of Finance will advise and arrange capital in a timely manner for implementation.
The Department of Agriculture and Environment focuses on supporting, guiding, and removing obstacles related to site clearance for resettlement areas and guiding the Project Management Board on mineral issues.
Regarding the material mine, the Vice Chairman of the Provincial People's Committee requested the investor to review and contact the Department of Agriculture and Environment for guidance and issuance of mining licenses. Actively coordinate with the Project Management Board and localities in a harmonious and reasonable manner throughout the project implementation process to ensure the progress and quality of the project.

He also requested relevant departments to guide commune-level authorities on detailed procedures for implementing unit prices and land valuation in land acquisition and compensation.
Communes and wards must soon establish a Steering Committee for Land Acquisition and Compensation and a Land Valuation Council. In particular, strengthen propaganda work and do a good job of land management.
The Vice Chairman of the Provincial People's Committee requested that every month, departments, branches and localities must have reports on the progress of site clearance to ensure close supervision and timely adjustment and removal of obstacles.
