On the morning of May 13, Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee visited and inspected the progress of site clearance (GPMB) of the corridor of the 500 kV Transmission Line 3 project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen), passing through the districts of Nong Cong, Trieu Son, Dong Son, and Thieu Hoa.
Vice Chairman of the Provincial People's Committee Mai Xuan Liem and the working delegation grasped the thoughts and aspirations of people whose housing was affected by the corridor in Te Loi commune (Nong Cong).
According to the report of the Central Power Project Management Board, currently, the Quynh Luu - Thanh Hoa 500kV transmission line project (component of the 500kV transmission line circuit 3 project) has completed the handover of all 166/166 pole foundation locations. As of May 12, Thanh Hoa province has mobilized the handover of 59/82 anchor intervals. The remaining 23/82 anchor intervals that have not been handed over are located in the districts of Dong Son (4/8 anchor intervals), Trieu Son (4/7 anchor intervals), Nong Cong (5/32 anchor intervals), Nhu Thanh (3/4 anchor intervals), Nghi Son town (5/23 anchor intervals), Thieu Hoa (2/8 anchor intervals). The difficulties and obstacles are mainly due to the failure to complete procedures for households to receive money and officially hand over the site.
Nong Cong currently has 5/32 anchorages completing procedures to hand over the site.
In Nong Cong district, the Quynh Luu - Thanh Hoa 500kV Transmission Line Project passes through 14 communes. Of which, 42 poles pass through rice fields and 24 poles pass through residential land, production forest land and other types of land. The project's site clearance process encountered some difficulties and people in Te Loi commune requested resettlement support because the line corridor passes through major housing items, limiting living functions.
After inspecting the actual situation at the site, to ensure the rights, legitimate needs and create maximum conditions for households affected by the project, Vice Chairman of the Provincial People's Committee Mai Xuan Liem gave specific instructions on how to resolve each case. Of which, 1 eligible household was immediately agreed by the comrade with the relevant departments to meet the resettlement needs. For the remaining households, the comrade directed the departments to immediately organize a meeting to review the conditions and relevant legal basis for decision.

In Trieu Son, Dong Son, Thieu Hoa districts, the site clearance work is currently not facing any difficulties or problems. Households affected by the project corridor are dismantling and moving houses, buildings, and structures to hand over to contractors to organize the erection of poles and pulling of wires.
The working delegation visited and inspected the progress of relocation of houses and architectural structures in Thieu Hoa district.
At the inspection sites, in addition to visiting, encouraging and sharing with households who have agreed to give up land for the project, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the districts to promptly carry out procedures to hand over resettlement land to households to build houses. He also directed localities, based on the approved level of housing rental support, to quickly coordinate with the Project Management Boards to make payments to relocated households and arrange temporary accommodation when resettlement houses have not been completed.
He also requested the sectors and localities of Nong Cong, Trieu Son, Dong Son, and Thieu Hoa to closely monitor the progress and support people in the relocation of structures, ensuring that by May 20 at the latest, households with houses and structures complete the handover of the site to the investor and the construction unit to level and create a clean site; by May 30, the localities must complete the handover of 100% clean site of the anchorage areas to meet the conditions for energizing the line and operating the line.

Up to now, along the entire 500 kV Line 3 project, Thanh Hoa province has handed over 299/299 column foundation locations and 110/137 anchorage spaces (reaching 80.3%). The total number of households with houses and land affected by the project is 268, of which 52 households with land and houses must be completely relocated; 110 households with land and houses must have part of the area recovered; 60 residential land lots but do not have housing structures, must be fully compensated; 69 residential land lots do not have housing structures, must be partially compensated. The total number of households subject to resettlement is 81, of which 5 households receive money to arrange their own accommodation; 76 households need resettlement arrangements. |
