Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc chaired a meeting to discuss speeding up the progress of the road project connecting Lam Dong, Ninh Thuan and Binh Thuan.

The meeting aimed to find ways to remove difficulties to speed up the project of upgrading and expanding National Highway 28B and the connecting road from Tan Son (Ninh Thuan) to Ta Nang (Lam Dong).

• STILL HAVE PROBLEMS ABOUT THE SITE

According to the report of the Ninh Thuan Land Fund Development and Investment Project Management Board, component project 2, the road connecting Tan Son town, Ninh Son district, Ninh Thuan province to Ta Nang commune intersection, Duc Trong district has a total length of 63.32 km, of which 17.1 km is in Lam Dong province.

For the sections in Ninh Thuan province, the site clearance work has been completed and handed over to the construction unit. Currently, the total value of the implemented volume has reached about 60% of the total contract value. The units are focusing on machinery, equipment, and human resources to speed up the construction to ensure the set progress.

Leaders of Da Quyn Commune People's Committee report on site clearance and resettlement work

For 17.1 km in Lam Dong province, there are still 0.4 km of land clearance problems, including 200 m of land of 3 households in Da Quyn commune that have not completed the site clearance; 200 m of road clearance land. According to the report, the total value of the completed volume currently reaches about 98% of the total contract value for the sections with clearance.

The Ninh Thuan Land Fund Development and Investment Project Management Board requested Lam Dong province to promptly direct the removal of obstacles to speed up progress and hand over the road before the province's merger.

Regarding the project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces, Project Management Board 5 said that the project started on April 19, 2024 and according to the contract, the completion date is October 15, 2025.

Vice Chairman of Duc Trong District People's Committee said that currently in Da Quyn commune there is no resettlement land.

The area of ​​land handover has reached 90% of the entire route, the relocation and felling of scattered trees and pine trees has been 100% completed. Currently, only some locations and the power line system on the route have not been handed over.

Particularly for construction package No. 2 (km42 - km69), in which the section through Lam Dong province from km52 - km69, the locality has mobilized and handed over the site to the construction unit for about 16/17 km. Currently, some local sections have not been handed over by the people, specifically, the site of 3 households is stuck and some sections have not completed the relocation of technical infrastructure works to hand over the site.

In addition, there are some sections on National Highway 28B related to forest land that cannot be implemented.

• SPEECH UP SITE CLEARANCE AND CONSTRUCTION

Faced with the remaining difficulties, comrade Nguyen Ngoc Phuc requested the People's Committees of Da Quyn and Ta Nang communes, the Forest Management Board and Duc Trong district People's Committee to clearly report and propose solutions to speed up the project's progress.

In particular, regarding compensation and site clearance, he directed and suggested a number of solutions. He also requested a review of suitable land funds for resettlement and compensation arrangements according to regulations.

“In addition to the work of mobilizing, explaining, and persuading, you also reviewed the resettlement land fund. If Da Quyn commune does not have resettlement land, is it possible to resolve resettlement on land funds in neighboring communes?

Road construction is to serve the common interest, but for the land clearance work, we must understand, share, put ourselves in the position of the people, how to make it reasonable and reasonable. Some sections of land of the people were recovered, the new road cut across the land in half, the two sides only had very little land left that could not be cultivated, I also agree with the proposal of the District People's Committee to propose to recover the whole area, then compensate the people at once so that they can feel secure in moving, and not feel disadvantaged", comrade Nguyen Ngoc Phuc directed.

Regarding National Highway 28B, the Vice Chairman of the Provincial People's Committee agreed with the proposal of Project Management Board 5 and Duc Trong District People's Committee to straighten the route to limit damage to forests and land of households. Regarding the section related to forest land, he assigned the Department of Agriculture and Environment to coordinate with relevant units to re-examine the current status of the forest, report to the Provincial People's Committee and be responsible for guiding the implementation of conversion procedures in accordance with regulations, in a spirit of urgency so that the road must be completed by October.

A section of National Highway 28B through Duc Trong district is under construction.

According to Project Management Board 5, if the weather is not unusual, the Lam Dong section will be completed by the end of September 2025. Currently, the section through Lam Dong has been paved with 3 km of layer 1 asphalt. If the weather is favorable and there are no major obstacles, the entire route will be completed by December.

The drastic direction of Vice Chairman of the Provincial People's Committee Nguyen Ngoc Phuc at the working session showed Lam Dong's strong commitment to resolving outstanding issues, promoting the completion of key transport projects, contributing to the socio-economic development of the region.
