Making Vietnam-Laos-Cambodia cooperation more and more substantive
At the meeting and working session with Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Lao Foreign Minister Thongsavanh Phomvihane expressed their sadness and infinite regret at the passing of former President Tran Duc Luong.
Deputy Prime Minister and Minister Bui Thanh Son thanked and appreciated the deep affection that Laos and Cambodia had for Vietnam upon the passing of former President Tran Duc Luong, especially sending high-ranking leaders to pay their respects in Hanoi .

The Deputy Prime Minister also once again thanked General Secretary and President Thongloun Sisoulith, Chairman of the CPP, President of the Senate Hun Sen and the high-ranking delegations of Laos and Cambodia, including Minister Thongsavanh Phomvihane and Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation Prak Sokhonn for attending and sending the Lao-Cambodian military delegation to participate in the parade at the 50th Anniversary of the Liberation of the South and National Reunification, demonstrating the deep affection and sharing of joys and sorrows between Laos and Cambodia; affirming that consistently, Vietnam attaches importance to and will stand side by side to develop the Vietnam-Cambodia, Vietnam-Cambodia-Laos relations effectively in all fields, bringing practical benefits to the people of each country.
The three sides agreed that the three countries' cooperative relationship, guided by the leaders of the three Parties and directed by the three Prime Ministers, is developing in all fields. Security and defense cooperation continues to be a solid pillar; economic, trade and investment cooperation is being promoted; cooperation in other fields such as tourism, education and training, culture and people-to-people exchange has made many strides in various forms, thereby contributing to tightening the relationship between the three countries.

At the same time, he affirmed that the cooperation between the three foreign ministries is increasingly deepening, contributing to promoting comprehensive cooperation on all channels and levels; playing an important role in cooperative relations, socio-economic development, ensuring security and defense of each country as well as promoting connectivity between the three economies of Vietnam-Laos-Cambodia.
In order to contribute to realizing the agreements of the three countries' senior leaders, the three sides agreed to increase bilateral and trilateral exchanges and contacts; actively promote the three countries' ministries and branches to effectively implement bilateral and trilateral cooperation agreements; deploy cooperation in connecting transportation and tourism; promote exchanges and training of youth and young leaders to foster the three countries' relations; well organize the Youth Cadre Training Program of the three countries' border provinces; closely coordinate in maintaining a peaceful, stable and friendly border between Vietnam-Laos, Vietnam-Cambodia and between the three countries; increase information sharing, viewpoints, and coordinate stances on international and regional issues of mutual concern; strengthen economic linkages between the three countries and countries in the Mekong sub-region.

Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Minister Thongsavanh Phomvihane highly appreciated the proposal of Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son on maintaining the Mechanism of the Meeting of the Three Foreign Ministers of Cambodia - Laos - Vietnam, which is a good opportunity for the three Ministers to assess the cooperation of the three countries in general, and between the three Foreign Ministries in particular; to discuss and agree on the direction of cooperation; and to share views on the world situation and the region of mutual interest to the three parties.

In the context of the complex and changing world situation with many challenges intertwined with opportunities, the three sides emphasized the value of solidarity between Vietnam-Laos, Vietnam-Cambodia and Vietnam-Laos-Cambodia; agreed to continue to closely coordinate to make the cooperation between the three countries more substantive and effective, meeting the practical needs of the three countries and in line with the development needs in the new period, in which priority is given to strengthening cooperation and connecting the three economies of Vietnam - Laos - Cambodia.
Deepen relations with Brunei and the Philippines

At the meeting with Brunei Darussalam Foreign Minister Dato Erywan Pehin Yusof, the two sides highly appreciated the positive development of the Vietnam-Brunei Comprehensive Partnership in recent times. The two Ministers agreed to strongly promote delegation exchanges and high-level contacts, especially in preparation for the visit to Vietnam by Brunei Sultan Haji Hassanal Bolkiah.
The two sides agreed to soon organize the 3rd meeting of the Joint Committee on Vietnam-Brunei Bilateral Cooperation, effectively implement the Action Program for the period 2023-2027, and at the same time strengthen cooperation in priority areas including: oil and gas, chemicals, Halal food processing, tourism and people-to-people exchange.
Regarding international and regional issues, the two Ministers affirmed their commitment to working with ASEAN countries to effectively implement the ASEAN Community Vision 2045, strengthen solidarity and ASEAN's central role in handling regional issues, including the East Sea issue, and ensure ASEAN's common stance and achievements.
During the meeting with Philippine Foreign Minister Enrique Manalo, Deputy Prime Minister and Minister Bui Thanh Son and his Philippine counterpart agreed to continue enhancing political trust, promoting high-level delegation exchanges, and effectively implementing the Action Program for the Vietnam-Philippines Strategic Partnership for the 2025–2030 period.
The two sides affirmed their determination to deepen the strategic partnership in important areas such as defense and security, economy, trade and investment, agriculture and food security. Deputy Prime Minister Bui Thanh Son asked the Philippines to support Vietnam’s candidacy for important multilateral mechanisms in the coming time and continue to closely coordinate at international and regional forums, especially within ASEAN, APEC and the United Nations.

The two sides reaffirmed their support for ASEAN's central role in handling regional issues, including the East Sea issue; agreed on the need to promote the full and effective implementation of the DOC, towards building a substantive and effective Code of Conduct (COC) in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
