The Deputy Prime Minister emphasized that the 14th National Party Congress, held in early 2026, is a particularly important political event, a major event for our country, a particularly important milestone on the path of development, opening a new era, an era of national growth.
The first Congress of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term took place at a time when the country was undergoing historic changes, when the entire Party, people and army were determined to successfully implement the Resolution of the 13th National Congress and compete to achieve achievements to welcome the 14th National Party Congress, carry out the revolution in restructuring the organizational apparatus; at the same time, strongly, synchronously and comprehensively deploy the four pillars, including: Developing science - technology and innovation, developing the private economy , innovating the work of building and enforcing laws and proactively integrating deeply into the international community.

Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son attended and delivered a speech at the first Congress of the Party Committee of the Ministry of Industry and Trade, term 2025 - 2030.
At the Congress, Deputy Prime Minister Bui Thanh Son basically agreed with and highly appreciated the Party Committee of the Ministry of Industry and Trade for proactively and successfully organizing the Congress in 38 Party Committees and affiliated Party Cells; basically agreed with the political report, the documents were prepared methodically and elaborately, closely following the requirements and tasks set for the Party Committee in the new era.

The Ministry of Industry and Trade has strived "more than 100% of its strength"
According to the Deputy Prime Minister, over the past 5 years, the world and regional situation has undergone many profound changes, but the Party, State, Government and National Assembly have firmly overcome difficulties and challenges, resolutely implementing many policies and synchronous solutions to achieve the growth target of 8% or more in 2025 and double digits in the following years.
The socio-economy continues to develop positively with many bright spots and it can be said that up to now, 15/15 targets set for 2024 have been completed, GDP growth reached over 7% in 2024 and reached 7.52% in the first 6 months of 2025, the highest level in the period 2011 - 2025 and can be said to be the highest cluster as the Government also recently met to evaluate as the highest in nearly 20 years.

Deputy Prime Minister Bui Thanh Son emphasized that the Ministry of Industry and Trade has strived "more than 100% of its strength", contributing comprehensively to the results of socio-economic development.
In those common achievements, the Industry and Trade sector has joined hands, been proactive, creative, and made breakthroughs to contribute comprehensively to the results of socio-economic development. Specifically in 6 results:
Firstly, the Ministry of Industry and Trade has made breakthroughs in advising on policy development with a series of Laws, Decrees, and Circulars being amended, supplemented, and newly issued, especially in the fields of energy and industry.
During the 2021 - 2025 period, the Ministry of Industry and Trade has presided over the development and promulgation of over 250 legal documents and more than 20 strategies, plans, and development plans for key sectors and fields.
“ I highly appreciate, especially recently, the Ministry of Industry and Trade has submitted to the National Assembly and passed, even in one session, the revised Law on Chemicals and the Law on Economical and Efficient Use of Energy... Many other Decrees have been passed with profound importance and strategic significance, contributing to creating, facilitating, and creating institutional breakthroughs to promote production and business and opening up a new development space for our country ” - on behalf of the Government, Deputy Prime Minister Bui Thanh Son assessed and said that this is the most important result.
Second, the implementation of the planning and development of the national power and energy grid has achieved many achievements and remarkable progress. Notably, the "miracle" of the 500 kV line 3 was completed with many "records" in terms of construction time, workload, resource mobilization, and problem solving; restarting the Nuclear Power Development Program and the Ninh Thuan Nuclear Power Project; removing difficulties for large renewable energy projects. The oil and gas industry exceeded the 1 million billion VND revenue threshold (in 2024); developing a chain of oil and gas and offshore wind power projects along with many key energy projects.
The Ministry of Industry and Trade has strived with “more than 100% of its strength”, advising the Government to submit to the 15th National Assembly to pass the amended Electricity Law in just one session with a high approval rate (91.65%); separating the National Power System Dispatch Center from the Vietnam Electricity Group, helping to fundamentally innovate the operating mechanism of the national power system and electricity market.
The Deputy Prime Minister emphasized that since this breakthrough was made, the electricity market, the electricity industry, and the electricity regulation work have been carried out continuously, ensuring smooth operation and adequate electricity supply for both production and consumption. This is an important breakthrough in removing institutional bottlenecks, clearing obstacles, attracting investment, and developing the electricity industry to meet the double-digit growth target in the new era.

According to the Deputy Prime Minister's assessment, in the 2020-2025 term, the Party Committee of the Ministry of Industry and Trade has "steadily and steadily" progressed in both professional work and Party building.
Third, with the regulatory and leading role of the Ministry of Industry and Trade, import and export continue to play an important role in the economy, making a major contribution to economic growth. In 2024, import and export turnover reached 786.29 billion USD, approaching the historical milestone of 800 billion USD, the highest ever; notably, we had a trade surplus for the 9th consecutive year with a surplus of nearly 25 billion USD.
Faced with fluctuations in the world economy due to the impact of tariff and protectionist tensions, the Ministry of Industry and Trade has proactively "taken the lead", closely coordinated with ministries and branches to research and create breakthroughs in opening up large potential markets in the Middle East, Africa, Southern Europe and the Halal market, with the successful negotiation and signing of the Vietnam - UAE Comprehensive Economic Partnership Agreement, bringing the total number of signed and implemented FTAs to 17, creating favorable space to expand and diversify export markets, attracting resources for development.
The Industry and Trade sector continues to focus on strongly innovating trade promotion activities towards accelerating digital transformation, green and sustainable transformation, closely linking with the needs of localities, businesses and industries; raising the value of Vietnam's national brand to exceed the 500 billion USD mark for the first time, ranking 32nd in the world in 2024. Trade defense work has successfully handled most major cases, protecting Vietnamese goods on their journey to the world.
Recently, the Ministry of Industry and Trade has also actively participated in the fight against counterfeit goods, smuggled goods, and intellectual property violations, contributing to building a healthy economic development in the coming time.
Fourth, the domestic market continues to grow steadily at 9% with the highlight being e-commerce surpassing the 25 billion USD mark in 2024, growing 22% compared to 2023, accounting for 9% of total retail sales of goods and consumer service revenue and 2/3 of Vietnam's digital economic value.
At the recent WEF Tianjin Conference attended by Prime Minister Pham Minh Chinh, partner countries assessed that Vietnam's e-commerce is among the top growth rates in the world, from 20 - 25% per year. This is a very high rate, helping Vietnam maintain its position in the Group of 10 countries with the highest e-commerce growth rates in the world. Major balances are ensured, market supply and demand are stable after 15 years of implementing the Campaign for Vietnamese people to prioritize using Vietnamese goods.
The Deputy Prime Minister cited the fact that he had traveled to other countries with Minister Nguyen Hong Dien and found that the Vietnamese community abroad had responded very positively to the Campaign and today the Director of the Department of Foreign Market Development also mentioned it. It can be affirmed that the Vietnamese community abroad plays an important role, contributing to bringing Vietnamese goods to supermarkets, stores, and supply chains of Vietnamese enterprises abroad, thereby increasing the presence of Vietnamese goods abroad.
Fifth, industry has a strong recovery, growing spectacularly by 8.4%, of which the processing and manufacturing industry will increase by nearly 10% in 2024 (compared to just under 1% in 2023), creating momentum to accelerate economic restructuring. Industry continues to play a key role, accounting for over 30% of GDP. Of which, the processing and manufacturing industry accounts for about 80%, helping Vietnam affirm its position as a central link in regional production.
Sixth, with the motto of "going steadily and steadily" in both professional work and Party building, the Party Committee of the Ministry of Industry and Trade has achieved many positive results in innovating the leadership methods of Party committees at all levels.
The Party Committee of the Ministry of Industry and Trade has basically done well in political and ideological work, protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints; promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; promoting the building and rectification of the Party and the political system. The Party Committee and the Standing Committee of the Party Committee of the Ministry of Industry and Trade in the past term have focused on leading and directing the building, amending, supplementing and perfecting regulations, rules and guidelines... in accordance with the regulations of the Party and the State; managing and operating the activities of the Ministry and the industry increasingly closely and systematically; overcoming previous shortcomings and limitations.
The Ministry of Industry and Trade is also the agency that resolutely implements the "streamlining, compactness, and strength" of the apparatus; proposes to streamline nearly 18% of the number of units under the Ministry and improve the efficiency, effectiveness, and efficiency of the apparatus from within; and promptly perfects the Party organization in the entire Party Committee.
With those achievements, the Deputy Prime Minister once again acknowledged: “ The Ministry of Industry and Trade has done a very good job of streamlining the apparatus, decentralizing, delegating power, defining authority, cutting administrative procedures, removing difficulties for businesses; strengthening market inspection and supervision, according to the strategic plans set forth by the industry and the Ministry. On behalf of the Standing Committee of the Government Party Committee, I warmly commend the great efforts and encouraging achievements of the Party Committee of the Ministry of Industry and Trade in the 2020 - 2025 term ”.
"Turning the situation around" creates a breakthrough in the whole industry
However, in the 2020 - 2025 term, the activities of the Party Committee of the Ministry of Industry and Trade still have many limitations. With a serious spirit of self-criticism and criticism, truly open-minded, Deputy Prime Minister Bui Thanh Son pointed out: Not being timely in concretizing and organizing the implementation of resolutions and instructions from superiors, there are still bottlenecks in institutions, planning, governance, digital transformation; there are still limitations in the effectiveness of implementation, quality, and capacity of the staff; exports still depend heavily and for a long time on the FDI sector and some markets; the localization rate is low; supporting industries are still underdeveloped. Market management still has loopholes when smuggling, trade fraud, counterfeit goods, and poor quality goods are complicated.
Therefore, at the Congress of the Party Committee of the Ministry of Industry and Trade, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son proposed that the Congress discuss and carefully analyze the causes and determine solutions to overcome the shortcomings and limitations pointed out to develop the industry and trade sector comprehensively and strongly.
Regarding the lessons learned during the past term of the Party Committee of the Ministry of Industry and Trade, the Deputy Prime Minister basically agreed and emphasized a number of points:
Firstly, we must always maintain solidarity and unity within the Party; create high consensus in the awareness and actions of Party members and cadres, and strive to serve the Fatherland and the People.
Second, uphold principles, strictly implement Party regulations, state laws, and working regulations of Party committees; closely follow practice, proceed from practice, take practice as a measure, respect and act according to objective laws.
Third, regularly pay attention to and take care of building a team of cadres with strong character, good moral qualities, and professional qualifications to meet task requirements, especially key cadres and leaders, considering this the decisive factor for all victories.
Fourth, comprehensive leadership but with focus and key points; proactive, creative, flexible, seizing opportunities, choosing breakthroughs to focus on effective implementation, "turning the situation around", not spreading out, lacking focus, doing each task thoroughly and achieving specific results.
“ We have experience and lessons in implementing the construction of the 500 kV line III. Therefore, when the opportunity comes, we must seize it, when the conditions are ripe, we must accelerate. Whatever needs to be done, we must complete it ” - the Deputy Prime Minister directed.
Fifth, strengthen leadership and direction combined with inspection, supervision and urging to speed up progress, continuously improve the quality of all aspects of work, promptly detect and handle difficulties and shortcomings...
"The leading flag" on the economic front, a solid support for businesses
The world situation in the coming time will continue to develop complicatedly, containing both new opportunities and fortunes, along with challenges and difficulties. Our country is entering the final months to complete the goals and tasks of the 13th National Congress, creating a solid momentum to implement the Resolution of the 14th National Party Congress, entering the era of national development.
With a glorious 74-year history, the Ministry of Industry and Trade and the Party Committee of the Ministry of Industry and Trade need to continue to maintain their role as the key state management agency for industry and trade, the "leading flag" on the economic front, a solid support for corporations, general companies, and enterprises; a reliable companion and positive inspiration for the business community (including private entrepreneurs and state-owned enterprises)... Therefore, the Industry and Trade sector needs to continue to promote its role as a strong force in the journey to bring the nation to strong and prosperous development.
Agreeing with the directions, tasks, solutions and 6 breakthroughs for the next term stated in the Political Report, the Deputy Prime Minister still suggested some key tasks:
Firstly, strengthen leadership and comprehensive direction of political tasks in state management of the industry, organize and well implement the Resolution of the 14th Party Congress (immediately after its approval); strive to successfully complete the goals, achieve and exceed the targets assigned by the National Assembly and the Government, contributing to making Vietnam basically a modern industrialized country with high average income by 2030, with competitiveness among the leading ASEAN group, deeply participating in the global supply chain, maintaining the position of top 20 in exports and top 30 in the global retail market, ensuring the balance of supply and demand of goods and energy; develop modern energy, trade and logistics infrastructure, approaching the leading group of ASEAN.
At the same time, focus on implementing well the 4 key national plans of the industry in the coming period (including: Energy planning, Electricity planning, National petroleum reserve infrastructure planning and Mineral exploration and exploitation planning, with about 50 thousand projects and total investment of up to millions of billions of VND).

The Congress announced the decisions of the superior Party Committee appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committee, Inspection Committee of the Ministry of Industry and Trade Party Committee for the 2025-2030 term and delegates to attend the 1st Government Party Congress, term 2025-2030.

Mr. Nguyen Hong Dien, member of the Party Central Committee, member of the Government Party Committee for the 2020-2025 term, Secretary of the Party Committee of the Ministry of Industry and Trade for the 2020-2025 term, Minister of Industry and Trade was appointed to hold the position of Secretary of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.
Second, shaping a new vision in the new era, determined to renew thinking, establishing a new economic identity based on knowledge, technology and innovation. The Ministry of Industry and Trade needs to play a pioneering role in proactively exploiting new growth drivers, promoting industrialization and modernization associated with green transformation, digital transformation and innovation. Promoting industrial restructuring towards high technology, environmental friendliness, developing foundational industries (new materials, precision mechanics, basic chemicals, etc.).
Strongly deploy digital transformation in the industrial sector, support small and medium enterprises to access new technology. Develop strategic industries serving exports and global value chains such as electric cars, semiconductor chips, renewable energy equipment, sustainable textiles, etc.
Third, ensure national energy security and sustainable development of the energy market. Implement the 8th Power Plan well, promote the development of renewable energy (wind power, solar power, green hydrogen, etc.), ensure the balance between energy security and emission reduction targets. Restructure the transparent competitive electricity market, increase energy efficiency.
Fourth, develop modern and sustainable trade, associated with high-value exports, proactively adapting to policy adjustments of major countries on tariffs. Promote the export of processed and manufactured products with high added value, gradually reducing dependence on raw materials and processing. Expand and diversify export markets through effective use of FTAs, especially new-generation FTAs, and promote negotiations and signing of new FTAs, including GCC and Mercosur partners; promote trade promotion, connect with potential markets in the Middle East, Africa, Latin America, Central Asia, Central Eastern Europe, and the Halal market. Develop cross-border e-commerce, logistics ecosystems and digital trade, in line with the general trend of the world and the region.

Fifth, protect the domestic market and improve the competitiveness of Vietnamese enterprises. Complete the trade defense system to protect domestic production from unfair competition from abroad. Improve the capacity to regulate the market, fight smuggling, trade fraud, counterfeit goods, and poor quality goods.
Sixth, promote international economic integration and effectively implement international trade commitments and agreements in the spirit of Resolution 59 of the Politburo on International Integration in the New Situation. Proactively participate in developing new trade "rules of the game", protecting national interests in bilateral and multilateral trade negotiations. Strengthen coordination with ministries and branches in implementing FTA commitments. Support businesses in taking advantage of opportunities, overcoming technical and non-tariff barriers when exporting.
Seventh, develop high-quality human resources, reform the institutions of the industry and trade sector. Review and amend the legal system of the industry and trade sector to suit the requirements of green transformation, circular economy, and digital trade. Improve state management capacity, promote administrative procedure reform, and apply technology in industry management. Coordinate with universities and enterprises to train human resources with high-tech skills to serve industry 4.0 and smart logistics.
Eighth, regarding Party building work, effectively implement the guiding viewpoint "Party building is the key", in which: Focus on building a clean and strong Party organization in all aspects of politics, ideology, ethics, organization, and cadres. Innovate and improve the quality and effectiveness of Party building work in terms of politics, attach importance to Party building in terms of ideology, and focus on Party building in terms of ethics.
Enhance the leadership capacity and fighting strength of Party organizations and Party members. Strengthen education and training of cadres and Party members with strong political will; prevent and repel degradation in ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation"; do a good job of protecting internal politics and protecting Party and State secrets in the context of deep international integration.
Along with that, strengthen discipline and order in concretizing and organizing the implementation of the Party's policies and guidelines, associated with strong innovation, improving the effectiveness and efficiency of inspection, supervision, Party discipline and preventing corruption, waste and negativity.
