Deputy Prime Minister tells story of Government facing issues that span multiple terms

(Dan Tri) - "We have talked about the 12 long-standing backlog projects or the story of zero-dong banks and loss-making banks for many terms, but this term we must resolve them, not avoid them," the First Deputy Prime Minister shared.

On the morning of October 9, at a press conference on preparations for the 1st Government Party Congress for the 2025-2030 term, Permanent Deputy Prime Minister Nguyen Hoa Binh shared many new orientations and ideas in the direction and administration of the Government during the past term.

Limited state resources cannot deliver double-digit growth

One of the new points mentioned by the Deputy Prime Minister is promoting the creative role of the legal system. In fact, for a very long time, the management function has been heavier than the creative function.

“The law is for strong decentralization and delegation of power, to create a friendly and simple administration, remove bottlenecks and unblock resources,” the Deputy Prime Minister emphasized.

Another new way of thinking, according to the Deputy Prime Minister, is to consider the private economy as the most important driving force of the economy. “Limited resources of the State economy cannot bring double-digit growth. Only abundant resources in the people and in enterprises can create breakthroughs,” according to the Deputy Prime Minister.

The Government will assign the private sector to undertake important national tasks - the Deputy Prime Minister emphasized that this is a completely different way of thinking. In fact, he said that many large projects such as airports, ports, highways, etc. have been assigned to the private sector and in the future, larger projects that require higher technology will be assigned to the private sector.

Regarding State management, the Deputy Prime Minister said the Government has shifted its mindset from administrative management to proactive creation, serving the people and businesses, listening to and accompanying businesses.

In attracting foreign investment, the Government leader pointed out the reality that for a very long time, we need capital, experience, and technology, but now we have to improve the quality of foreign investment and the important requirement is technology transfer. "If we continue to rely on foreign countries for processing, we will not be able to escape middle income," the Deputy Prime Minister stated.

Regarding economic restructuring, the Deputy Prime Minister shared that in a volatile world with imposed tariffs, trade wars, and unusual conflicts, there must be an independent and self-reliant economy.

“Relying on one market is very dangerous for the economy, so we must reform the economic structure, increase resilience, integrate deeply and strongly, but must be independent, self-reliant and self-reliant,” the Deputy Prime Minister affirmed.

Regarding methods, the Government leaders emphasized changes in the way of doing things with focused and key directions. Because of limited resources, sharing a little bit everywhere will "not produce anything of value".

As proof of this story, the Deputy Prime Minister said that in the last term, localities proposed 12,000 projects but the Government decided to have only 5,000 projects, no more. And it was the focus on only those 5,000 projects that created the recent success with the infrastructure system.

In the next term, the Deputy Prime Minister said the Government will only focus on 3,000 projects.

The government does not shy away from matters of long terms.

Another way is to decentralize and strongly delegate power along with resource allocation, so that localities can do, decide, and take responsibility.

“Assign tasks to localities but also allocate resources to promote local responsibility and creativity. Now, if you go to the locality and ask about the province's development orientation and the answer is to go to Hanoi to ask for projects, it will not be successful,” the Deputy Prime Minister emphasized that each locality must promote dynamism.

Another method is to adapt flexibly, turning danger into opportunity. The story of imposing tariffs and the story of the epidemic forces us to cope and adapt flexibly to the situation, according to the Deputy Prime Minister.

In particular, according to him, the Government always faces difficulties and challenges, does not avoid them, dares to confront and solve problems that have existed for many years. "When it is my turn, I have to handle it, I cannot leave this matter to anyone else," said the Deputy Prime Minister.

According to him, during many terms, we talked about 12 long-standing, shelved projects, many terms talked about zero-dong banks, loss-making banks, bankrupt banks, negative capital... but in this term, we must solve them, not avoid them.

“12 years, 2 hospitals in the old Ha Nam, the press has spent a lot of ink. By November 31, they will be completed and the project of Bach Mai Hospital 2 is in the immediate future, the team is ready to welcome patients”, the Government leader informed.

By not avoiding and resolving the issues of many terms, the Deputy Prime Minister said that we have been able to unleash huge resources of hundreds of thousands of billions of VND to put into the economy. According to him, this is the spirit of daring to think, daring to do, daring to take responsibility of the Government.

Along with that, the Deputy Prime Minister also mentioned the style of saying and doing, clearly defining responsibilities, and having results of the Government and Prime Minister.

“Storms and floods are when the Government leaders and ministers come to the people. With key projects, Government members regularly follow up, urge and remove difficulties. This is a very practical and grassroots way of doing things,” the Deputy Prime Minister shared.

From those innovations, he summarized many important results achieved, first of all, the macro economy is stable and the country is growing.

Along with that, the whole country basically successfully completed the revolution of reorganizing the apparatus, eliminating intermediate levels, successfully organizing a 2-level local government model; perfecting institutions, laying an important legal foundation for growth momentum in the following years.
