Attending the working session on behalf of the Ministry of Natural Resources and Environment were Deputy Minister Tran Quy Kien and leaders of the Ministry's specialized units. On the Working Group implementing Project 06/CP, there were Major General Nguyen Ngoc Cuong, Director of the Department of Administrative Police for Social Order (C06), Mr. Ngo Hai Phan, Director of the Department of Administrative Procedure Control ( Government Office ) and members of the Working Group.
At the working session, members of the Working Group discussed, clarified their roles, and agreed that the implementation of Project 06 is very important, a breakthrough, creating many utilities and services, bringing practical benefits, serving people and businesses better and more effectively. In particular, right after the Land Law (amended) with the task of building a land database was completed early to contribute to bringing the Law into life, members focused on legal regulations in the land sector to accelerate the implementation of reviewing, building procedures, digitizing data from paper documents to electronic documents; reviewing infrastructure, information technology resources, etc.
After listening to the opinions of the delegates, Senior Lieutenant General Nguyen Duy Ngoc assessed that land data is one of the five main data groups of the National Data, therefore, if land data is not completed, Project 06 cannot be completed either.
Senior Lieutenant General Nguyen Duy Ngoc emphasized that the roadmap for completing Project 06 is approaching, therefore, the Ministry of Natural Resources and Environment needs to take more drastic action and prepare better; the digital data system needs to be implemented regularly so that the data is always "correct, sufficient, clean, and alive"; any field or locality that has completed the construction of digital data needs to learn from experience, expand the implementation, and make sure that it is done properly...
In the coming time, to soon complete the land database, Senior Lieutenant General Nguyen Duy Ngoc suggested that the Ministry of Natural Resources and Environment needs to have a master plan, divided into 5 groups of issues (legal basis, technology infrastructure, data, security and people) and assign specific tasks to each unit in performing the task. Urgently establish a Steering Committee to deploy the tasks of the industry, assign responsibilities to each comrade leading the units under the Ministry and set a time frame for completing the task. Pay attention to organizing training for cadres, civil servants and public employees to improve digital skills, information security skills in the network environment, and proficiency in using information technology. Pay attention to information security, network security, etc.
Speaking at the meeting, Minister of Natural Resources and Environment Dang Quoc Khanh acknowledged the comments of Senior Lieutenant General Nguyen Duy Ngoc and the Working Group. Minister Dang Quoc Khanh emphasized that the Ministry will immediately establish a Steering Group to implement Project 06, and also have a master plan to implement the Project to implement the land database task; The Ministry of Natural Resources and Environment will clearly define how to do it, who will do it, how to do it, when it will be completed, what will be done first, what will be done later. It is necessary to choose priority tasks to do first, during the implementation process, it will be updated and supplemented. The Minister also requested that units under the Ministry of Natural Resources and Environment need to uphold their sense of responsibility, overcome difficulties, stay close to the grassroots, and closely coordinate with the Government's Project 06 Working Group to be determined to complete the assigned tasks well.
