Preventing drowning in children

Summer is the time for students to rest and play, but it is also the time when the risk of drowning accidents increases. To prevent drowning in children, the province has directed all levels, sectors and localities to strengthen the implementation of many practical solutions.

Although it is summer vacation, free swimming classes for students and teachers at Doan Thi Diem Ha Long School are still taking place regularly. The swimming pool here is 25m long, 10m wide, fully equipped with buoys, lifeguard poles, water filtration and treatment systems, and lifeguards.

Teacher Truong Van Chien, Head of the school's Talent Group, said: During the summer, we teach swimming in 2 sessions a day, each session is 1.5 hours, with 2 teachers teaching each session for about 20 students, mainly children of teachers, staff, and students of the school. Students learn basic swimming techniques such as diving, breaststroke, crawl, backstroke, and drowning prevention skills such as floating, first aid, and rescue for drowning victims.

These are swimming classes during the summer, and during the school year, every week, primary school students of Doan Thi Diem Ha Long School have at least 2 swimming lessons. In 2024, the school coordinated with Cao Xanh Ward to organize free swimming lessons for 121 primary school students in the ward.

In recent years, the province has always paid attention to and directed the work of preventing and combating drowning for children, with practical solutions, especially before and during the summer. On April 28, 2025, the Provincial People's Committee issued Directive No. 04/CT-UBND on strengthening the management and implementation of drowning prevention and combat for children, people and tourists in the province.

In particular, it requires departments, branches, organizations, and localities to base on their functions and tasks to direct the implementation of drowning prevention and control work; review regulations and implementation of standards and criteria for drowning prevention and control, especially for children in families, communities, schools, construction works and projects.

Special,   Organize swimming classes for children during the summer to ensure effectiveness and quality, and issue certificates to qualified students after completing the course; mobilize social resources to invest in suitable swimming pools for training in localities, schools, and playgrounds, creating conditions for children to learn swimming and drowning rescue skills.

The province has launched and implemented a movement for the whole population to practice swimming at all levels. Ensure that all communes, wards and special zones have children learning to swim for drowning prevention; give priority and provide free swimming lessons for children in difficult circumstances, children in mountainous communes and ethnic minority areas. In July 2025, the whole province organized 159 swimming classes, attracting 5,510 children, including 36 free swimming classes with 947 children in difficult circumstances participating.

The whole province organized 807 propaganda activities on the Law on Children, legal policies related to children, accident and injury prevention, drowning... for 43,250 children to participate.   At the same time, put up warning signs and barriers in areas where drowning accidents often occur or are at risk of drowning accidents to prevent and ensure the safety of children during the summer and rainy season.

In July 2025, localities installed 310 signs warning of drowning dangers.   in places with a high risk of drowning, such as riverbanks, beaches, lakes, or deep water areas.
