The 2025 training and professional development conference on culture and sports took place on August 7 and 8 at the Ho Chi Minh City Academy of Officials, with nearly 200 specialists in charge of culture and sports from the Department of Culture and Society of wards, communes, and special zones.
This is the first training conference after the merger, aiming to exchange and guide knowledge and professional skills for the staff and civil servants in charge of cultural and sports work at the People's Committees of communes, wards and special zones. The conference is also an opportunity to exchange and share experiences and good practices to effectively serve the management and organization of cultural and sports activities in localities.
Mr. Tran The Thuan - Director of the Department of Culture and Sports of Ho Chi Minh City, Head of the Steering Committee - said that the conference helps officials and experts in the field of culture and sports to initially visualize the concept of their work and labor. "According to statistics from the Department of Culture and Sports of Ho Chi Minh City, currently more than 40% of experts assigned to hold positions in the field of culture and society in general do not have practical experience in the field they are assigned to," said Mr. Thuan.

According to the director of the Department of Culture, Sports and Tourism of Ho Chi Minh City, the effectiveness, requirements and goals to be achieved in cultural and sports work do not lie in the number of programs, activities or achievements, but in the transformation of the cultural and sports foundation from the grassroots.
Mr. Tran The Thuan said: "Cultural space, cultural values of Vietnamese people, ethical standards must spread from the grassroots to create sustainability. Traffic culture, office culture, community culture, culture in behavior, family culture... are elements that create culture for the development of Ho Chi Minh City culture. We hope that through the conference, those who work in cultural work must understand the concept and work they are doing, avoiding the simple understanding that culture is just cultural activities, bringing achievements, counted by the number of activities. That is only a part of the form. The effectiveness and results brought have a deeper meaning. In each activity, you must understand the ultimate goal, not the method or form of organization".

The Director of the Department of Culture and Sports of Ho Chi Minh City also affirmed that no locality has the capacity to create cultural and sports activities to meet the needs of the community because culture and sports have no borders or administrative boundaries. Ho Chi Minh City is a major cultural center of the country, gathering artists and high-achieving sportsmen from all regions. These factors, after maturing, will spread and contribute to the localities.
"Currently, without the connection and coordination between localities in the region, between localities with strengths, it is very difficult to organize, maintain and promote grassroots cultural and sports activities. This is also an opportunity for officials and experts to search, connect and work together to do culture and sports. If we know how to connect with each other, we will be able to organize large activities," Mr. Thuan added.
