
On the morning of August 7, in Ho Chi Minh City, the National Assembly’s Committee on Law and Justice conducted a survey on the situation of law enforcement in crime prevention and law violations; anti-corruption work; investigation, prosecution, trial and execution of sentences in 2025.
The survey delegation was led by Mr. Hoang Van Lien, Vice Chairman of the Law and Justice Committee. Attending the meeting were Mr. Nguyen Van Tho, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Ho Chi Minh City People's Committee; Mr. Nguyen Truong Nhat Phuong, Vice Chairman of the Ho Chi Minh City People's Council; and representatives of leaders of departments, branches, the Procuracy, and the Ho Chi Minh City People's Court.
Anti-corruption is a regular and central task.
The Ho Chi Minh City People's Committee said that crime prevention work in the area has been implemented synchronously, in conjunction with social security programs such as job creation, poverty reduction, and income increase. Improving people's lives is a fundamental solution to limit the conditions for crime to arise.
At the same time, Ho Chi Minh City also focuses on disseminating the law, especially new criminal methods such as illegal credit, high-tech fraud, drugs and human trafficking. State management in the fields of finance, banking, environment, land and minerals is also tightened, thereby detecting and handling violations promptly.

Notably, the work of preventing smuggling and counterfeiting is also considered a regular and key task, with increased inspection and handling of acts of speculation, hoarding, and trading in counterfeit and poor-quality goods.
Regarding corruption prevention, the Ho Chi Minh City People's Committee has identified this as a key and regular task. The city has issued an inspection plan for 2025, focusing on areas prone to negativity and projects at risk of loss and waste.
To improve the effectiveness and efficiency of anti-corruption work, in the coming time, the City will focus on a number of key solutions, including: promoting the dissemination and thorough understanding of the Party's guidelines and the State's laws and policies on anti-corruption throughout the entire political system; strengthening inspection, examination, and strict handling of acts of harassment and trouble for people and businesses.
In addition, focus on inspecting sensitive areas that are of public interest, checking the responsibility of leaders in declaring assets and verifying income.
Promoting digital transformation in the judicial sector
Speaking at the survey, Mr. Nguyen Truong Nhat Phuong, Vice Chairman of the Ho Chi Minh City People's Council, said that Ho Chi Minh City is a place with strong economic development, leading to many issues related to security, order and social safety. In addition to the permanent population, the City also receives a large number of mechanical residents from the provinces, increasing pressure on the state management apparatus and judicial agencies. However, the current staff allocated by the Central Government does not meet the work requirements, causing difficulties for agencies in performing their tasks.
A worrying fact is that many judicial officers, especially in the enforcement agencies, face difficulties in their work and tend to leave their positions when better opportunities arise. This directly affects the quality of work.
He proposed that the Central Government should have a suitable staffing mechanism to ensure that Ho Chi Minh City can perform its tasks well. At the same time, there should be a policy to retain and attract human resources in the judicial sector. In addition, digital transformation in the judicial sector is very necessary, and it is necessary to consider the arrangement of specialized information technology staff in these units to ensure efficiency.
Comrade Nguyen Van Tho, Permanent Vice Chairman of the Ho Chi Minh City People's Committee, emphasized that the City's consistent viewpoint is to focus on "prevention" in the work of preventing and combating crime and law violations, as well as preventing and combating corruption. The City identifies this as a regular task that needs to be implemented synchronously and proactively.
He also said that although some contents had been directed before, the City People's Committee would continue to fully record the opinions and recommendations raised at the meeting. Within the scope of its capabilities and actual conditions, Ho Chi Minh City would actively support judicial agencies, including central units located in the area, to improve the overall efficiency of the work.
In his concluding remarks, Comrade Hoang Van Lien, Vice Chairman of the Committee for Law and Justice, acknowledged and highly appreciated the efforts and determination of Ho Chi Minh City in seriously, synchronously and effectively implementing the directions of the Central Government and the Government.
Regarding crime prevention and law violation, the delegation assessed that Ho Chi Minh City has deployed many specific directives, implemented many social prevention measures, and paid attention to social security and employment. This is also a practical way to reduce the causes and conditions for crime.
He emphasized the core role of the police force in ensuring security and social order; acknowledged the professional measures that have been widely deployed in the area. Departments, branches and localities have also performed relatively well the state management function in many areas such as land, minerals, food safety, anti-smuggling, etc.

Assessing the work of preventing and combating corruption, the delegation found that Ho Chi Minh City has implemented synchronous measures, contributing to preventing and repelling corruption, although in reality there are still complications.
The head of the survey team requested that the agencies of Ho Chi Minh City fully absorb the opinions of the survey team, complete the data, and supplement the recommendations. The survey team also noted specific proposals related to the organization and arrangement of staff with appropriate expertise after merging into administrative units, ensuring the quality of trial, inspection, and execution of judgments in the locality.
