Preventing corruption, waste and negativity:

In the context of the two-level local government model officially operating with strong decentralization and delegation of power, strengthening the prevention and fight against corruption, waste and negativity has become more urgent and strategic.

1. Over the years, our Party and State have always identified the work of preventing and combating corruption, waste and negativity as a central, regular, “non-stop, non-stop” task. In particular, in the current period, this work continues to receive the attention and direction of the Central Government as soon as the two-level local government model comes into operation.

Recently, General Secretary To Lam , Head of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity, has given very important and strategic instructions. At the 28th meeting of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity (July 7, 2025), the General Secretary emphasized the need to strengthen the work of preventing and combating corruption, wastefulness, and negativity at the local and grassroots levels; thoroughly handle the situation of officials avoiding and shirking responsibility in performing public duties, and acts of harassment and trouble in resolving work for people and businesses. One of the core instructions of the General Secretary is to strengthen control of power, inspection, supervision, and examination of the exercise of power at the local level, especially at the commune level.

In the context of the country reducing from 63 to 34 provinces and cities; abolishing the district level and reducing the commune-level administrative units from 10,035 to 3,321, each local Party Committee and government not only expands its scope of management but also decentralizes and delegates power more strongly, is given more autonomy and responsibility, especially at the commune level. The above instructions of the General Secretary are very timely, because when power is more strongly decentralized, if there is no effective control mechanism, it will become a "fertile ground" for corruption, waste and negativity to arise.

The instructions issued as soon as the new model came into operation once again affirmed the consistent viewpoint and high political determination of the Party and State in the work of preventing and combating corruption, waste, and negativity "continuously and without rest".

2. Corruption, waste, and negativity not only seriously affect socio-economic development, but also corrupt officials' ethics, create extravagant, deviant lifestyles, contrary to morality and ethics, causing resentment among the people.

The case of Mr. Ho Dai Dung, former Vice Chairman of Phu Tho Provincial People's Committee, being proposed for prosecution for participating in gambling with more than 7 million USD, along with Mr. Ngo Ngoc Duc, former Secretary of Hoa Binh City Party Committee and a number of business leaders and department-level officials, is still causing public shock, but the information that the Ministry of Public Security has prosecuted 5 people related to the Bach Mai 2 and Viet Duc 2 Hospital projects, after the inspection conclusion on serious violations in bidding, showing signs of wasting more than 1,253 billion VND, continues to make people with conscience shocked. Along with a series of major economic and corruption cases that were brought to light before, such as the case at the Vietnam Oil and Gas Group, Construction Bank, and the Viet A, rescue flight, FLC, Tan Hoang Minh, Van Thinh Phat, Vietnam Register, etc., these cases have shown the painful reality of corruption and negativity.

The case of some officials gambling with "huge" amounts of money has made the public wonder about the source of the huge amount of money that these people gambled with, when with the salary of officials and civil servants, even if they saved their whole life, they could not have a part of that amount of money. However, if we review the court testimony of these subjects about the "tens of billions" and "millions of dollars" they have, we can somewhat imagine the answer.

This reality further emphasizes the importance of the fight against corruption in the current context. This is not only an urgent task but also a vital factor to protect the integrity of the political system, towards the goal of building a modern, creative, people-oriented and people-oriented administration, as directed by General Secretary To Lam. There, cadres not only dare to think and act, but are also ready to sacrifice personal interests and wholeheartedly serve the Fatherland and the people.

Only by resolutely preventing and combating corruption, waste, and negativity can we repel these chronic and persistent diseases, prevent them from eroding people's trust, and prevent them from hindering the country's development.

3. This is the time when the entire political system needs to join forces and build a truly clean and strong apparatus according to a new model, promoting effectiveness and efficiency, creating new momentum for the country's development. This process must be associated with the concretization of goals and tasks of preventing and combating corruption, waste and negativity. In the immediate future, the immediate solution is to strengthen inspection, supervision and supervision of the management and use of working offices and public assets after rearranging provincial and communal administrative units and implementing the two-level local government model. Each locality needs to have a plan to handle redundant public offices to ensure optimal resource utilization and prevent loss of state assets. The Steering Committee for preventing and combating corruption, waste and negativity of provinces and cities needs to improve operational efficiency, proactively develop plans to lead, direct and implement at the local level.

Corruption, waste and negativity are constantly "evolving to survive", so they are becoming more and more sophisticated, requiring solutions to be implemented synchronously, drastically and innovatively. In particular, the focus must still be on perfecting institutions, policies and laws; reviewing and amending regulations on decentralization and delegation of power. The goal is to ensure clarity and transparency in the authority and responsibility of each level and agency, avoiding overlap, pushing or abuse of power. Regulations need to specify the responsibilities of leaders, internal control, cross-control between agencies and units; establish transparent and strict decision-making processes, especially in areas prone to corruption such as land, finance, construction, public investment, personnel work... associated with sanctions that are strong enough to deter.

To have a clean public service environment, with no room for corruption, waste, or negativity, information must be made public. It is the responsibility of all levels and sectors to build a transparent working environment where everyone can easily access information. In particular, the mechanism of self-inspection, binding responsibility, and mutual supervision is implemented regularly and becomes a common practice. Along with that, the accountability of collectives and individuals is enhanced; democracy and the supervisory role of the people are continued to be promoted.

Monitoring the assets and income of officials, especially those holding positions, must be carried out regularly and seriously and should be considered a key solution to prevent corruption, waste and negativity. For Hanoi City, along with general solutions, it is necessary to continue to strongly implement Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the Hanoi Party Committee on "Strengthening discipline and responsibility for handling work in the political system of Hanoi City" in the two-level political system associated with monthly staff evaluation, taking work efficiency, moral qualities, lifestyle, capacity, qualifications and dedication as the measure.

The fight against corruption, waste and negativity is not only the responsibility of the authorities but also the task of the whole society. Only when we build a transparent management system, strong sanctions and a clean working environment can we ensure that officials do not dare, cannot, do not need and do not want to be corrupt, thereby strengthening the people's trust in the state apparatus.
