Recently, a Head of the Management Board of Aranya Apartment Building, Xuan Phu Ward was arrested by Hue City Police for the crime of “embezzlement of property”. According to the investigation results of Hue City Police, until the day of his arrest, Pham Hoang Lien (born in 1983), Head of the Management Board of Aranya Apartment Building, Xuan Phu Ward, had repeatedly requested advances and received maintenance funds from the investor of more than 1.1 billion VND.

In addition to Lien using this money to repair damaged building items and prevent storms and floods, he also transferred more than 68 million VND to his personal account and advanced it. When searching Lien's residence, the Hue City Police Investigation Agency seized many documents that Lien falsely declared and spent, but could not prove the purpose of maintaining and repairing the apartment building.

People in the province still remember the case of 4 subjects who are leaders and employees of the 878 Mechanical and Construction Joint Stock Company (located in Huong Thuy Town) who were arrested by the police force for embezzlement of property. The Investigation Police Agency of the Provincial Police determined that from 2016 to 2018, the subjects had created fake records and legalized accounting documents to withdraw more than 34 billion VND from the 878 Mechanical and Construction Joint Stock Company.

According to statistics from the functional sector, from the beginning of 2024 to present, the police investigation agencies at all levels in the province have received and prosecuted 8 cases/10 defendants; of which, the old number is 4 cases/6 defendants, the sentence of 1 case/1 defendant has been restored; the new number is 3 cases/3 defendants; the investigation of 3 cases/3 defendants has been completed and the investigation of 5 cases/7 defendants is currently continuing. Through the investigation work, the police investigation agencies at all levels have recovered many valuable corrupt assets.

The People's Procuracy at two levels accepted 5 cases/9 defendants; of which, the old number was 1 case/4 defendants; the new number was 2 cases/3 defendants; 1 case/1 defendant was restored; the People's Court returned the file for additional investigation of 1 case/1 defendant. The People's Court at two levels accepted 4 new cases; of which, 1 old case was transferred, 3 new cases were accepted, and 1 case/1 defendant was resolved. Currently, the Provincial People's Court has returned the file for settlement of 1 case/1 defendant to the Provincial People's Procuracy for additional investigation...

Looking through the cases and figures above, we can see that anti-corruption and anti-corruption is not an easy task for the authorities. The subjects of embezzlement and corruption are increasingly sophisticated, complex, and unpredictable. Embezzlement and corruption can occur in any environment; from small embezzlement to embezzlement and corruption involving large amounts of money.

In fact, in the past time, in the province, the number of major embezzlement and corruption cases detected and handled by the authorities is small, but the situation of "petty corruption" is quite common. In almost any field, "petty corruption" can "infiltrate and infiltrate".

“Petty corruption” is the state of extortion, harassment, suggestion, bribery, and causing trouble for people and businesses in handling work of officials, civil servants, and public employees, especially leaders.

Although the material value of “petty corruption” is often not large, if these manifestations and behaviors are not identified, detected and handled promptly, they will cause social outrage, distort the standard values in the system of public agencies; reduce people's trust in the Party's guidelines, policies and laws of the State, and are one of the factors affecting the results of improving the investment and business environment.

Must implement many solutions synchronously

The report of the Provincial People's Committee sent to the Provincial People's Council on the results of anti-corruption and anti-corruption activities in 2023 shows that the Provincial People's Committee, agencies, units and localities have fully implemented anti-corruption and anti-corruption measures; verified, investigated and tried corruption cases in accordance with the law. The role of supervision and social criticism of elected bodies, fronts, organizations, the press and people in the fight against anti-corruption and anti-corruption has been enhanced, contributing to stabilizing the security and political situation in the locality.

However, the work of detecting and handling corruption through inspection, examination, self-inspection and supervision in the province is not very effective, while corruption is increasingly sophisticated and complicated.

In 2024, the Provincial People's Committee requested the Provincial Inspectorate to coordinate with the Provincial Police Investigation Agency, the Provincial People's Procuracy and the Provincial People's Court to promptly and strictly handle cases and acts of corruption and negative practices discovered through inspection work, and resolve complaints and denunciations in accordance with regulations.

PCTN and TC are continuous and relentless battles. Specialized agencies and units need to focus more strongly on inspection and supervision work. Leaders must choose areas and positions that are likely to arise, especially those that address the needs of people and businesses, to proactively inspect and supervise. Each level, sector, agency and unit in the whole province must strengthen solutions to reform administrative procedures; focus on digitizing procedures to minimize the need for people to directly contact officials.

Many solutions have been implemented, including rotation, changing work positions, and departments in charge to prevent corruption, bribery, and "petty corruption". However, the most important thing is still the awareness and responsibility of leaders, cadres, and party members directly assigned to perform the work. If we can build a team of dedicated, ethical cadres who always realize that serving the people is a normal duty in their work, the image of cadres and civil servants in the eyes of the people will be better, and the situation of bribery, bribery, and "petty corruption" will be prevented.
