Summer, the most anticipated time for students, is often accompanied by concerns about traffic safety. When children are away from the direct supervision of the school, and many parents are busy making a living, supervision of their children is somewhat lax. This is also the time when the risk of traffic accidents among students and adolescents increases significantly.
Alarming numbers
Statistics from the Traffic Safety Committee of Hung Yen province show that in the first 6 months of 2025, there were 141 traffic accidents in the province, killing 77 people and injuring 101 people. Of these, 13 cases involved people under 18 years old, accounting for 9.2% of the total number of cases; killing 5 people and injuring 15 people. Most of the accidents occurred due to dangerous behaviors such as driving underage, not wearing a helmet, speeding, driving in the wrong lane, etc.

A typical example is the incident that occurred at 9:40 p.m. on June 17, 2025 on National Highway 39, in Luong Bang Commune, which is a clear example. Three teenagers, including a child born in 2010, were riding a motorcycle without a license plate when they collided with a car going in the opposite direction, causing all three to be seriously injured. According to witnesses, the motorcycle was traveling at high speed and was not safe when crossing the road.
Not only in Hung Yen, but according to the Traffic Police Department in 2024, there were more than 23,000 traffic accidents nationwide, many of which involved students. Middle and high school students alone accounted for 90% of the cases under the age of 18. The main cause was that students drove motorbikes, scooters, and electric scooters without permission when they were underage, without a driver's license, and had poor driving skills.

In reality, many students today openly drive electric motorbikes and small motorcycles without being warned. Many also speed, weave in and out, ride in threes or fours, and do not wear helmets... to show off or "catch up with friends".

It is worth mentioning that many parents still proactively give their children cars when they are not old enough, or think that it is enough for their children to “know how to drive”, without paying attention to safe driving skills and knowledge of traffic laws. Meanwhile, inspection and handling of violations at the grassroots level are still not regular, lack determination and do not have effective deterrents.
Since October 2024, the Traffic Police Department has issued a Plan for peak inspection and handling of traffic safety violations for students nationwide, focusing on common violations such as: driving a motorbike when underage, modifying the vehicle, not wearing a helmet, speeding, reckless driving... Acts of handing over a motorbike to someone who is not qualified to drive a motorbike can be fined up to 9 million VND. If serious consequences occur, the person handing over the motorbike can even be prosecuted.
Need for synchronous and drastic action
Traffic accidents among school-age children leave serious consequences both physically and mentally. To prevent them effectively, there needs to be close coordination between schools, families and authorities.
Schools need to strengthen propaganda andeducation on the Law on Road Traffic Order and Safety through regular and extracurricular lessons; replicate the model of "Safe Traffic Playground" so that students can easily access, remember and practice.
Families need to regularly remind and supervise their children when participating in traffic; absolutely do not give motorbikes or electric motorbikes to underage students. The commitment between the school and parents must be strictly implemented.

The police force needs to increase patrols and handle violations, especially during the summer, at night and on roads with many students.
