Non-traditional security threats are urgent global issues, having enormous, profound, and comprehensive impacts at an unprecedented level and scope to every country and region. Vietnam is one of the countries seriously and comprehensively affected by non-traditional security threats.

On the morning of September 18, in Hanoi, the Ministry of Public Security held a national conference to deploy Resolution No. 147/NQ-CP dated May 22, 2025 of the Government promulgating the National Comprehensive Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a vision to 2045.

Prime Minister Pham Minh Chinh attended and directed the conference.

Politburo member and Minister of Public Security Luong Tam Quang chaired the conference.

Also attending the conference were Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang; representatives of the leaders of the Party Central Committee, the Central Inspection Committee, the Party Central Committee Office; leaders of the National Assembly Standing Committee, the National Assembly Committees, the Ethnic Council; representatives of the leaders of the Vietnam Fatherland Front and socio-political organizations;

On May 22, 2025, the Prime Minister signed Resolution No. 147/NQ-CP promulgating the National Comprehensive Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a vision to 2045.

This is a pioneering and breakthrough step of Vietnam, affirming the high political determination of our Party and State, while contributing to enhancing national prestige and demonstrating responsibility to the international community in responding to global challenges.

Immediately after the Government issued Resolution No. 147, the Ministry of Public Security urgently coordinated with ministries and branches to develop and issue an implementation plan for the period 2025-2030, with the spirit that the Prime Minister regularly directed that "the spirit must be very high, the effort must be very great, the action must be very drastic", "do each job properly, each job must be completed".

In his opening speech, Minister of Public Security Luong Tam Quang said: Today's national conference is an important political event, demonstrating high unity in awareness and action of the entire political system in preventing and responding to non-traditional security threats.

Through this, General Luong Tam Quang also requested press, radio and television agencies to strengthen extensive propaganda, contributing to raising social awareness, arousing the political determination of the entire Party, people and army in the cause of defending the Fatherland and developing the country sustainably, effectively serving the task of building and defending the Fatherland in the new situation, achieving the goals set out in the Government's Strategy.

Through presentations at the conference, delegates pointed out that non-traditional security threats are urgent global issues, having enormous, profound, and comprehensive impacts at an unprecedented level and scope on every country and region.

Vietnam is one of the countries seriously and comprehensively affected by non-traditional security threats, manifested in many aspects at new levels, with increasingly high levels of danger, strongly and deeply affecting all areas from economics, politics, culture, society to national defense and security.

Speaking at the conference, Prime Minister Pham Minh Chinh noted the need to improve forecasting and warning of non-traditional security threats; conduct basic research, grasp the situation, and from there propose appropriate solutions.

Emphasizing the overarching, strategic task of ensuring security, safety, and public safety, Prime Minister Pham Minh Chinh said the goal is to prevent, repel, and not let incidents happen. If an incident does happen, it must be resolved quickly, urgently, promptly, and effectively.

With the viewpoint that prevention is fundamental, decisions and responses are sudden and regular, the Prime Minister said that there must be comprehensive, comprehensive, scientific measures, taking people as the object of protection while people are also the subjects participating in the process of preventing and responding to non-traditional security threats.

In the coming time, the Prime Minister suggested raising awareness of non-traditional security threats; propagating, educating, and identifying non-traditional security threats. Continuing to perfect the legal system related to preventing and responding to non-traditional security threats, and having legal measures to implement them consistently and comprehensively.

Enhance the ability to forecast and warn, based on science and data systems to have intelligence to deal with non-traditional security issues. Complete the set of national security, welfare and safety indicators as a basis for determining warnings and organizing prevention and response activities.

The Head of Government also proposed allocating resources and investing in a focused and key manner. Strengthening international cooperation in preventing and responding to non-traditional security threats; affirming that Vietnam is a responsible member with a voice in the international community in preventing and responding to global issues, contributing to building an environment of peace, stability and sustainable development in the region and the world.

The Prime Minister requested the Ministry of Public Security to focus on improving the knowledge, qualifications and skills of the staff directly involved in preventing and responding to non-traditional security threats; urgently coordinate with ministries and branches to develop and promulgate a plan to implement the National Comprehensive Strategy for Preventing and Responding to Non-Traditional Security Threats until 2030, with a vision to 2045.
