The project is implemented under an urgent construction order from the People's Committee of An Giang province, in order to meet the APEC 2027 conference and serve the increasing needs of people and tourists ... This is a group B project, an information technology project, with an expected implementation period of 18 months, with a budget of 500 billion VND. Of which, the central budget supports 70% (350 billion VND).

Technology "brain"
Located in the southwestern sea of the country, Phu Quoc special economic zone, An Giang province has long been considered a precious gem of Vietnam tourism, where blue sea, white sand, golden sunshine blend with world-class resorts. With its strategic location and gradually modernizing infrastructure, it is considered a potential destination to organize a number of important activities, including the APEC 2027 conference.
However, behind the natural beauty and strong tourism development, the problem of urban management, security, traffic and environment is always a big challenge. Meanwhile, the results achieved in urban areas in Kien Giang province in the past were still modest.
“Difficulties and challenges still lie ahead due to issues arising from practice, thereby identifying advantages and disadvantages and proposing solutions to apply information technology, modern and advanced technology to this work in the coming time. This is the basis for implementing the project of investing in technical infrastructure, digital transformation to build a smart monitoring and operating center to comprehensively manage Phu Quoc special economic zone”, Mr. Vo Minh Trung - Director of the Department of Science and Technology of An Giang province shared about the urgency of the project.
In terms of structure, the smart management center includes the main items: Phu Quoc provincial and special economic zone data center, meeting large loads, high security, connecting data throughout the area; communication and coordination system, connecting agencies through a unified digital working environment; interactive digital map, updating planning, construction density, monitoring violations and decentralizing power to the people.
Security, traffic and environmental monitoring features, with AI camera, facial recognition, vehicle distribution heat map, restricted area warning and real-time air quality and environmental monitoring and smart traffic lights, optimizing red-green light signals according to actual traffic.
Regarding construction planning and violation monitoring, GIS application to detect illegal construction. Forest and natural resource monitoring such as deforestation, forest fires, illegal exploitation. Especially citizen management application: web/app used to look up urban data, communicate with authorities, register for health and education services.
Director of the Department of Science and Technology of An Giang province, Vo Minh Trung, said that the digital transformation infrastructure project and the smart urban monitoring and control center are the "digital brain" of Phu Quoc.
Not only serving macro management, the project also directly improves the experience of people and businesses. Administrative procedures have been digitized, allowing people to look up, submit documents and receive results online, reducing paperwork, saving time and costs.
Along with digital transformation, Phu Quoc aims to become an ecological island city, where economic growth is always linked to environmental protection and natural resources. Renewable energy solutions, electricity saving, waste recycling and climate change adaptation will be prioritized for integration in the operation of smart cities.
“We consider the digital transformation infrastructure project and the smart urban monitoring and control center as the ‘digital brain’ of Phu Quoc. When completed, the project will create a transparent and modern governance environment that meets the strict requirements of international events such as APEC 2027, while also bringing the best quality of life to residents and visitors to experience this place,” the head of the science and technology sector of An Giang province emphasized.
Internationally worthy
According to the An Giang Provincial People's Committee, the Prime Minister approved in Decision No. 1289/QD-TTg, the development orientation of Phu Quoc special zone "is a unique and distinctive coastal and island urban area. It is an international-class economic, commercial, service, and marine-island eco-tourism center. The marine economic zone has a special position, connecting with major economic centers in the region and the world. Urban development management is in the direction of green, smart growth, energy saving and adaptation to climate change. It has a special position in terms of national defense and security".
The project to invest in technical infrastructure, digital transformation to build a smart monitoring and control center to comprehensively manage Phu Quoc special economic zone, meets the goals set out in Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
When implementing the project, it will bring to An Giang province in general and Phu Quoc special economic zone in particular: providing tools to support people to concentrate and quickly access effective public services. Grasping planning information and other issues and fields of the special economic zone. Directly reflecting the current image of urban status and construction order in the area where they live, helping to provide accurate information on the status of illegal construction...
For the government, it will quickly grasp accurate information, enhance interaction and cooperation between the community and authorities to maintain construction order, urban management and effective economic development. Support the special zone government to comprehensively direct and operate for socio-economic development, support urban order management and quickly handle violations...
Socially, the project creates a smart, transparent and fair management environment, contributing to the construction of a civilized urban culture and sustainable development. Expanding communication channels between people, businesses and the government, thereby promoting synchronous and sustainable development. Ensuring the quality of the living environment, protecting natural resources and developing the socio-economy of Phu Quoc in a modern and safe direction.

Speaking with Vietnamese Enterprises, Director of the Department of Science and Technology of An Giang Province, Vo Minh Trung, said that in the coming time, Phu Quoc Special Economic Zone will not only develop strongly in tourism and economy but also become a venue for important national and international events such as APEC 2027, along with high-level conferences, economic cooperation forums and major cultural events of the province and other countries. This will place high demands on technology infrastructure, urban management, security and service quality.
“Investing in a smart urban system will create a solid foundation for Phu Quoc to meet international standards in organizing events, ensuring coordination, security monitoring, traffic management, providing convenient public services and synchronous digital connections. Modern technology infrastructure not only serves the organization of events but also contributes to enhancing the image of Phu Quoc, affirming the position of the special zone on the international tourism and conference map,” Mr. Vo Minh Trung emphasized.
