On the afternoon of September 26, the People's Committee of Phu Tho province held a conference to announce and hand over the decision to transfer provincial-level civil servants and public employees to work at the commune level.
To promptly support the communes, the Standing Committee of Phu Tho Provincial Party Committee issued Plan No. 25/KH-TU on strengthening, mobilizing, and seconding civil servants and public employees to work in communes and wards.
Through the review of functional sectors, the needs of communes as well as civil servants and public employees, there have been 400 cases registered to work at the commune level.
There are 102 people registered at the commune level, and the departments, branches, sectors and People's Committees at the commune level agreed to mobilize and receive them according to the correct job position.
Mr. Tran Duy Dong, Chairman of the People's Committee of Phu Tho province, emphasized that this mobilization demonstrates the high political determination of the Provincial Party Committee and the Provincial People's Committee in perfecting the organizational apparatus and enhancing capacity at the commune level. This is also a practical step to overcome the shortage of specialized staff at the grassroots level, especially in specific fields such as information technology, digital transformation, accounting, land, and construction.
The transfer is carried out on the basis of careful selection and consideration to ensure the principle of right person, right job, right expertise and profession; at the same time, linking the transfer work with planning, training, fostering and long-term use of staff.

Mr. Tran Duy Dong requested that the mobilized cadres uphold their sense of responsibility, quickly catch up with the work at the grassroots level, be close to the people, wholeheartedly serve the people, constantly train and strive to become important cores in the commune-level government apparatus.
The People's Committees of communes and wards need to proactively arrange and assign tasks reasonably so that civil servants and public employees can promote their capacity and strengths; pay attention to and create the most favorable conditions in terms of working environment, accommodation and living conditions so that cadres can work with peace of mind.
Provincial departments and branches continue to review and assign 10 civil servants and public employees from each unit to work at the commune level for 3-6 months.
The Department of Home Affairs coordinates with departments and branches to urgently deploy a training plan to improve capacity, professional knowledge, administrative management, technology application skills, information, innovation and digital transformation for cadres, civil servants and public employees at all levels.
Chairman of the People's Committee of Phu Tho province Tran Duy Dong believes that with the political determination of the whole system, the sense of responsibility and efforts of cadres, civil servants and public employees, this policy will come into life, bring practical results, and strengthen people's trust in the Party, State and authorities at all levels.
The civil servants and public employees mobilized this time will be the bridge between the Party Committee, the government and the people, contributing to strengthening people's trust and building Phu Tho province to develop quickly and sustainably.
Mr. Nguyen Ha Phuong, Deputy Director of the Center for Research, Investment Consulting and Financial Services under the Department of Finance, is a young volunteer working at the commune level.
He shared that after learning that the Provincial Party Committee and the Provincial People's Committee had a policy to increase the mobilization and secondment of civil servants and public employees to work in communes and wards, he voluntarily registered to be transferred to Cam Khe commune and wanted to advise and assist in economic fields.
With his working experience, he believes that he will quickly approach reality, promote his sense of responsibility, unite with the local leadership, cadres, civil servants and employees, and successfully complete assigned tasks./.
