"Hung Yen takes advantage of strategic opportunities for breakthrough development"

(Dan Tri) - Politburo member Nguyen Duy Ngoc suggested that Hung Yen promote its potential and build a modern, prosperous, and happy industrial province in the new term.

On the morning of October 3, at the solemn session of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025-2030, Mr. Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee, emphasized that the merger of Hung Yen and Thai Binh opens up a strategic opportunity for breakthrough development.

According to Mr. Nguyen Duy Ngoc, in the past term, despite facing many difficulties, the Party Committee and people of the two provinces before the merger and now Hung Yen have united and achieved many outstanding achievements. The economy grew by an average of over 9%/year, the scale reached over 328,000 billion VND, the budget revenue was over 74,000 billion VND, ranking among the top 15 localities in the country.

Synchronous transport, urban and industrial infrastructure, the province's appearance has changed dramatically; social security has been paid attention to, the poverty rate has dropped to less than 1%; culture and society have progressed; national defense and security have been maintained. These results, according to Mr. Ngoc, create a foundation for Hung Yen to enter a new stage of development.

Mr. Nguyen Duy Ngoc also pointed out the limitations: unsustainable growth, unsynchronized digital infrastructure, administrative reform still has "bottlenecks", lack of high-quality human resources, and some limited party organizations.

Orienting the 2025-2030 term, he suggested three great advantages: the new policy of the Central Government, the advantage of unification to expand development space, and solidarity with a valuable cultural and historical foundation.

On that basis, Mr. Ngoc outlined 6 key working groups, emphasizing: transforming the growth model based on science, technology, and innovation; developing transport infrastructure, logistics, and digital infrastructure; building high-tech agriculture and national brands for key agricultural products; and developing high-quality human resources associated with digital transformation.

He also asked the province to raise the level of culture and society, exploit cultural heritages such as Pho Hien, Tran Temple, and Keo Pagoda to develop tourism; focus on education and modern healthcare; strengthen national defense and security, and expand foreign relations.

The key task, according to Mr. Nguyen Duy Ngoc, is to build a clean and strong Party and political system; tighten discipline; prevent corruption and negativity; and prepare a team of cadres who dare to think, dare to do, and dare to take responsibility.

Mr. Nguyen Duy Ngoc believes that with the tradition of civilization, revolution and heroism, and the aspiration to rise up, the Party Committee, government and people of Hung Yen province will successfully complete the goal, making the province develop rapidly and sustainably, becoming a modern, prosperous, civilized and happy industrial province.

Building Hung Yen into the Northern maritime economic center

Previously, in the opening speech, on behalf of the Presidium, Mr. Nguyen Huu Nghia, member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee, emphasized that this is an important political event for the Party Committee, government and people of the whole province.

The Secretary of the Hung Yen Provincial Party Committee affirmed that this Congress has decisive significance, not only setting out major policies for the 2025-2030 term but also orienting the following terms.

He emphasized the determination to promote revolutionary traditions, solidarity, confidence, self-reliance and self-improvement to develop the province quickly and sustainably. The goal is to build Hung Yen into an industrial, energy and marine economic center in the North.

According to Mr. Nguyen Huu Nghia, the establishment of the new Hung Yen province on the basis of streamlining the organizational apparatus and operating the two-level government is a strategic turning point. This decision creates room for development with a huge scale and potential, and is a strong lever to form a new dynamic and unique dynamic region.

He assessed this as a testament to the strategic vision and wisdom of the Central Government, towards a modern, creative and people-serving administration.

In his opening speech, the Provincial Party Secretary also expressed his deep gratitude to President Ho Chi Minh, who visited and worked in Hung Yen 15 times. The Congress respectfully commemorated Uncle Ho's great contributions, and at the same time paid tribute to generations of senior leaders, heroic martyrs, cadres, party members and people who have devoted and sacrificed for the revolutionary cause, building and defending the Fatherland.

The first Congress of the Hung Yen Provincial Party Committee has important tasks such as summarizing the Resolution of the Congress for the 2020-2025 term, reviewing the leadership of the Executive Committee, drawing lessons and determining goals and solutions for the next 5 years.

The Congress will also discuss and contribute to the draft documents to be submitted to the 14th National Party Congress, and conduct personnel work for the Executive Committee, Standing Committee, Secretary and Deputy Secretary of the Provincial Party Committee, term I, and elect a delegation to attend the National Congress. This is a new milestone, opening a promising development path for the Party Committee and people of Hung Yen province.
