Vice Chairman of Lam Dong Provincial People's Committee works with Project Management Board No. 2 on disbursement and site clearance problems

On October 3, Vice Chairman of the Provincial People's Committee Nguyen Minh continued to chair a working session with the Construction Investment Project Management Boards of Ham Tan, La Gi, Tanh Linh, Duc Linh (under Construction Investment Project Management Board No. 2) on difficulties and problems in disbursing public investment and project site clearance.

Also attending the meeting were representatives of leaders of relevant departments, units, localities, Construction Investment Project Management Board No. 2 and the Office of Lam Dong Provincial People's Committee.

Here, leaders of the Project Management Boards for Investment and Construction in the Eastern region of Lam Dong briefly informed about the disbursement of public investment capital, the progress of project implementation in 2025 as well as proposed solutions to some difficulties and problems.

For the Ham Tan Area Construction Investment Project Management Board, as of September 30, the disbursement rate reached 47.5%, and the expected disbursement rate for the whole year of 2025 is nearly 90%. The unit also proposed to adjust down 17,749 billion VND due to the projects that have been approved for completion, the projects are stuck with compensation and site clearance so they cannot be handed over for construction or there is no specific land price...

Representatives of the Ham Tan Area Construction Investment Project Management Board reported on the progress of public investment disbursement in recent times.

Meanwhile, the La Gi Area Construction Investment Project Management Board has disbursed 76.3% of the 2025 capital plan, and is expected to increase the disbursement rate to more than 96% in the coming months. Regarding site clearance for projects in the area, a representative of the La Gi Area Construction Investment Project Management Board said there were no difficulties or problems.

At the same time, the Tanh Linh Area Investment and Construction Project Management Board disbursed 46%, and is estimated to achieve 95-97% of the assigned capital plan for the whole year of 2025. In the past, the unit also encountered difficulties and problems such as the lack of specific land prices, capital disbursement at the regional level in some cases had to wait for the competent authority to allocate details... Therefore, it is recommended that the competent department submit to the Provincial People's Committee a proposal to allocate details of the 2025 public investment plan for medical stations and medical sub-stations in the Tanh Linh area.

Director of Tanh Linh Area Construction Investment Project Management Board informed about the implementation status of a number of projects in the area.

As for the Duc Linh Area Construction Investment Project Management Board, as of September 30, disbursement reached 33% and will strive to increase the disbursement rate for the whole year of 2025 to more than 95% of the capital plan. It is known that the reason for the low rate in the recent past is that some projects have been completed or have construction volume but have not yet submitted for appraisal, final settlement approval and disbursement (due to the newly completed organizational structure according to the arrangement). On the other hand, there are also some cases where projects are stuck in compensation and site clearance procedures, which significantly affect the disbursement progress...

Representatives of the Department of Agriculture and Environment gave their opinions at the meeting.

At the meeting, representatives of relevant departments, units and commune People's Committees also gave opinions and proposed solutions to the recommendations that the Regional Construction Investment Project Management Boards are facing. From there, resources will be focused on accelerating the disbursement of public investment capital in the remaining months of 2025, aiming to achieve the highest possible disbursement rate.

In his concluding remarks, Vice Chairman of the Provincial People's Committee Nguyen Minh requested relevant departments, units, and Construction Investment Project Management Boards to identify this as a key, regular, and continuous task.

Request the Project Management Boards for construction investment in Ham Tan, La Gi, Tanh Linh, Duc Linh areas to urgently develop a master plan for implementation of each project. In which, it is necessary to develop a Gantt chart (implementation progress table), assign responsible officers and hold weekly meetings to promptly remove difficulties and obstacles through reviewing the projects. At the same time, classify difficulties and obstacles and send them to the relevant departments for handling. In cases beyond their authority, they will be compiled and submitted to the Provincial People's Committee for consideration and direction of resolution.

At the same time, it is requested that departments, specialized units such as the Department of Finance, Department of Construction, Department of Agriculture and Environment, Provincial Land Fund Development Center, Construction Investment Project Management Board No. 2 coordinate and support regional Construction Investment Project Management Boards to promote disbursement progress in the last months of the year to achieve the desired results. Especially in terms of site clearance, determining specific land prices, finalizing investment capital, reviewing and supplementing personnel related to the land sector for grassroots localities...
