According to Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control Vu Xuan Thanh, information from the Command Committee for Civil Defense, Natural Disaster Prevention and Control and Search and Rescue of the Border Guard, as of 6:00 a.m. on August 24, 59,613 vehicles/248,820 people had been notified, counted, and instructed to know the developments and direction of the storm to proactively prevent and avoid it.
Specifically, activities in the North East Sea and Hoang Sa archipelago: 276 ships/1,921 people ( Da Nang 99 ships/774 people; Quang Ngai 177 ships/1,147 people); activities in other areas 10,331 ships/44,663 people; anchored at ports: 49,006 ships/202,236 people.
Vehicles in the affected area have received warning information and are moving to avoid it.
According to the report of the Civil Defense Command of the Ministry of Construction , the area from Thanh Hoa to Da Nang currently has 359 ships and inland waterway vehicles in operation (Thanh Hoa 135 ships, Nghe An 42 ships, Ha Tinh 65 ships, Quang Tri and Hue 59 ships, Da Nang 58 ships).
According to the Department of Dyke Management and Natural Disaster Prevention and Control, the rice area in the North Central region is 294,500 hectares, of which 1,010 hectares have ripened, 129,800 hectares have ripened to waxing, 143,000 hectares have formed panicles, and 20,600 hectares have stood.
The area of fruit trees in the North Central provinces is 77,200 hectares, of which bananas are 17,700 hectares; citrus trees are 27,800 hectares, ready to be harvested; and rubber trees are 57,000 hectares that may be affected when the storm makes landfall.
The total aquaculture area in coastal provinces and cities from Thanh Hoa to Quang Tri is 611 hectares, with about 5,745 cages of all kinds and 384 aquaculture watchtowers.
In response to the storm, 7 coastal provinces and cities from Ninh Binh to Hue and Quang Ngai have implemented a sea ban (Ninh Binh from 7am on August 24; Thanh Hoa from 8am on August 24; Nghe An from 5am on August 24; Ha Tinh from 6pm on August 23; Quang Tri from 7am on August 24; Hue from 7pm on August 23; Quang Ngai from 7am on August 24).
The provinces and cities of Thanh Hoa, Quang Tri, Hue, and Da Nang have plans to relocate residents with a total of 152,387 households/586,770 people (Thanh Hoa 40,830 households/169,352 people; Quang Tri 42,708 households/155,218 people; Hue 16,349 households/52,186 people; Da Nang 52,500 households/210,014 people).
Regarding the reservoir situation, in the Northern region there are 2,495 reservoirs, with an average capacity of about 66% - 95% of the design capacity. Currently, 47 reservoirs are being repaired and upgraded. The North Central region has 2,323 reservoirs, with an average capacity of about 71% - 82% of the design capacity.
There are currently 65 lakes being repaired and upgraded (Thanh Hoa 33, Nghe An 7, Ha Tinh 4, Quang Tri 18, Hue City 3). The sea dike and river estuary dike systems in the provinces from Thanh Hoa to Da Nang have 37 key locations of vulnerable dikes (Thanh Hoa 1, Ha Tinh 15; Quang Tri 14; Hue 4; Da Nang 3); 3 projects are under construction (Hue 2; Da Nang 1).
According to forecasts, storm number 5 will pose a comprehensive threat from the sea, the plains to the mountainous areas.
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on August 24, the eye of the storm was located at about 17.5 degrees North latitude; 111.4 degrees East longitude, in the sea northwest of Hoang Sa special zone, about 620km from Nghe An, about 600km east of Ha Tinh. The strongest wind near the eye of the storm was level 12 (118-133 km/h), gusting to level 15; moving west at a speed of about 20 km/h.
To respond to storm No. 5, on August 23, the Central Party Secretariat issued Official Dispatch No. 70-CV/TW on responding to storm No. 5. On the same day, the Prime Minister issued Official Dispatch No. 143/CD-TTg requesting ministries, branches and localities to focus on urgent response to storm No. 5.
On the evening of August 23, Deputy Minister of Agriculture and Environment Le Cong Thanh chaired a meeting to direct the work of forecasting, warning and responding to storm No. 5.
On August 22, Deputy Prime Minister Tran Hong Ha chaired a meeting with ministries, sectors and localities and issued Official Dispatch No. 141/CD-TTg requesting ministries, sectors and localities to proactively respond to the tropical depression that is likely to strengthen into a storm.
On the same day, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep chaired a meeting with relevant agencies on developments and response to tropical depressions and storms.
The Ministry of Agriculture and Environment has issued the following documents: Official Dispatch No. 5929/BNNMT-DD dated August 23, 2025 to the People's Committees of coastal provinces and cities from Quang Ninh to Gia Lai on the implementation of work to ensure the safety of the dike system and irrigation works to respond to storm No. 5 and floods.
Official dispatch No. 5873/BNNMT-DD dated August 21 sent to the People's Committees of coastal provinces and cities from Quang Ninh to An Giang on proactively responding to low pressure areas that are likely to strengthen into tropical depressions and storms.
Official dispatch No. 5848/BNNMT-DD dated August 21 sent to the People's Committees of the Northern mountainous provinces on proactively responding to heavy rain, floods, inundation, flash floods, and landslides.
On August 22, the General Staff - Ministry of National Defense issued Official Dispatch No. 4867/CD-TM on proactively responding to tropical depressions and storms causing heavy rain in the Northern and North Central regions.
The Ministry of Foreign Affairs has sent a diplomatic note to the Chinese and Philippine embassies in Vietnam requesting assistance for Vietnamese fishermen and boats to take shelter from the storm. The Ministry of Construction and the Ministry of Industry and Trade have issued official dispatches directing localities to proactively respond to storm No. 5.
Vietnam News Agency, Vietnam Television, Voice of Vietnam and other media agencies update and broadcast tropical depression forecasts to serve the direction and warning work for the people.
VTV1 Vietnam Television broadcast a 3D video clip instructing storm response skills on the 6:00-6:30 p.m. news bulletin.
The Department of Dyke Management and Disaster Prevention, Crop Production and Plant Protection, and Irrigation Works Management and Construction has issued a document directing response to storm No. 5.
At the same time, the Department organized a 24/7 on-duty team to closely monitor the storm's developments; on August 23, the Department coordinated with Zalo Vietnam to send 18 million text messages instructing people on how to cope with storm No. 5 and floods to people in coastal areas from Quang Ninh to Gia Lai.
Localities have proactively deployed measures to respond to storm No. 5 according to the Prime Minister's telegram and the Ministry of Agriculture and Environment. Twelve coastal provinces and cities from Quang Ninh to Gia Lai have issued telegrams to respond to the storm according to the Prime Minister's telegrams.
Provinces and cities direct the fisheries sector and local authorities to coordinate with border guards to organize information, count, and call on ships operating at sea to know the storm's developments so they can proactively move to avoid it.
Localities organize on-duty shifts, monitor forecast and warning information and deploy storm response; develop plans to evacuate residents in areas at high risk of storm impacts; deploy response measures according to telegrams of the Prime Minister and the Ministry of Agriculture and Environment.
The provinces and cities of Thanh Hoa, Nghe An, Ha Tinh, and Hue directed the operation of lowering the water level of reservoirs in the area to reduce flooding downstream.
