Speaking to Tuoi Tre Online on May 13th, a representative from the An Dong Ward People's Committee stated that the application is expected to be operational from May 15th. From that date, residents can register, submit applications, receive permit results, and make payments online when they need to use a portion of the sidewalk or road.
A representative from the An Dong Ward People's Committee stated that the software will be applied throughout the entire ward. The app will clearly define the authority for granting permits and collecting fees between the ward level for roads under its management and the specialized agencies of the city.
Files falling under the ward's jurisdiction will be processed directly on the system, while cases exceeding the ward's jurisdiction will be automatically drafted by the software and forwarded to the relevant agency.
In addition, the local authorities have added a feature allowing users to park their vehicles in designated parking spaces on the street using chip-embedded citizen ID cards or driver's licenses without requiring on-site staff.
Citizens can scan QR codes or access the online portal, declare information, verify via VNeID or chip-embedded citizen ID, upload necessary documents, and receive results via email. The system also sends QR codes for cashless payments.
According to current regulations, six categories of purposes are considered for licensing: serving political , cultural, and sporting events; disaster prevention and relief; construction; waste and construction material collection; funeral and wedding ceremonies; and parking services when necessary.
According to a representative of the An Dong Ward People's Committee, all the fees collected will be used by the ward to renovate roads and sidewalks in the area.
