Long Hoa Ward deploys many solutions to support people in carrying out administrative procedures

In the initial phase of operating the two-level local government organization model, the Public Administration Service Center of Long Hoa Ward, Tay Ninh Province proactively and flexibly handled arising difficulties and implemented many solutions to support people in performing administrative procedures.

People come to do procedures at Long Hoa Ward Public Administration Service Center

Long Hoa Ward was established on the basis of merging 5 administrative units, including: Long Hoa Ward, Long Thanh Bac Ward, Truong Hoa Commune, Truong Tay Commune, Truong Dong Commune of the former Hoa Thanh Town. After its establishment, Long Hoa Ward had a natural area of 55.99 km 2 and a population of more than 106,000 people.

Since operating the two-level local government organization model, Long Hoa Ward People's Committee has urgently submitted to the Ward People's Council a resolution to establish specialized agencies under the Ward People's Committee, including the Public Administration Service Center.

Vice Chairman of the Ward People's Committee, Director of the Long Hoa Ward Public Administration Service Center , Nguyen Huu Vinh, said: The Center's operations are quite favorable because it has taken over the facilities of the reception and result delivery department of the Hoa Thanh Town People's Committee before. The reception counters for administrative procedure files are arranged in accordance with Decree No. 118/2025/ND-CP of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the "one-stop" Department and the National Public Service Portal.

Regarding the system of equipment and machinery, the Center is equipped with modern facilities, meeting the requirements of receiving and resolving administrative procedures for people and businesses. The staff and civil servants of the Center are arranged to ensure quantity, professional qualifications and skills. The majority of staff and civil servants are experienced in receiving and resolving administrative procedures at the "one-stop" Department of wards and communes in the past.

Long Hoa Ward People's Committee officials guide people in completing administrative procedures

After more than 2 weeks of operation, Long Hoa Ward Public Administration Service Center received more than 2,000 direct and online records, of which about 88% of records were resolved on time or before the deadline; 12% of records were resolved late.

The main reasons for the delay are technical software errors, difficulties in synchronizing data between agencies and units in the initial stages; some specialized software, especially in the fields of civil status, land, and social protection; some people are still confused about using online public services, especially the elderly,...

At the Long Hoa Ward Public Administration Service Center on the morning of Monday, July 21, many people came to submit their administrative procedures. The reception of citizens was organized carefully by the Center, enthusiastically guiding people through the process of getting a queue number, filling out documents, performing online public services on the National Public Service Portal, etc.

Mr. Duong Thanh Nua (70 years old), residing in Nam Trai quarter, Long Hoa ward, said: “I went to the Ward Public Administration Service Center to do the procedure of copying the birth certificate for my grandson to prepare for school admission. I am old and not used to using online public services, so I went directly to the Center to do it. At first, I was a bit confused, but from the time I went to get a number until the procedure, I was enthusiastically supported by the officers, civil servants and Youth Union members, and the procedure was completed without having to wait long.”

To support people in performing administrative procedures at the Public Administration Service Center, since the beginning of July, Long Hoa Ward Youth Union has deployed a Public Service Procedure Support Team. Member of the Standing Committee of Long Hoa Ward Youth Union Vo Hoang Minh said that on average, each day, the Team assigns 5-10 Youth Union members to support at the Public Administration Service Center, and on peak days when many people come to submit their applications, more will be mobilized.

The Youth Union is responsible for guiding people to log into the National Public Service Portal, find the procedures to submit and enter information, submit documents, check, and wait for results. The Youth Union will support the elderly in writing/entering data, guiding them to look up and can receive the results of administrative procedures in the fastest way.

Mr. Minh added that the members of the Team have been thoroughly trained to accurately guide the steps for submitting online applications on the National Public Service Portal. Up to now, the Team has supported more than 700 people to submit administrative procedures at the Ward Public Administration Service Center.

Regarding difficulties and problems in the process of receiving and resolving administrative procedures at the "one-stop" Department, the leader of the Long Hoa Ward Public Administration Service Center said that the ward has had immediate solutions to remove difficulties, including regularly coordinating with the Provincial Digital Transformation Center to report and receive technical support.

In the first phase, the Center promptly issued a procedure for receiving and returning results according to the "4 on-site" model: Receiving, appraising, approving and returning results on-site; deploying channels for receiving feedback and recommendations, publicizing the hotline phone numbers of the ward People's Committee leaders and the ward Public Administration Service Center leaders; establishing an information technology response team; maintaining community digital technology teams to support online application submission and electronic identification; assigning Youth Union members to guide people in submitting administrative procedure applications;...

It can be seen that these are very flexible and proactive solutions to create maximum support conditions to help people carry out administrative procedures and clearly demonstrate the spirit of building a service-oriented administration./.
