Before the meeting, Comrade Pham Thanh Kien surveyed the Vung Tau Ward Public Administration Service Center and noted that the center operated smoothly, civil servants served enthusiastically, facilities were guaranteed, and people were satisfied. He expected that Vung Tau Ward would continue to develop strongly, especially in the field of tourism and building a good living environment for people.

Vung Tau Ward was established from the merger of 7 wards of the old Vung Tau City, with an area of over 16.8km² and a population of nearly 117,000 people.
Reporting to the working delegation, comrade Nguyen Tan Ban, Party Secretary, Chairman of the People's Council of Vung Tau Ward, said that after 18 days of operation, the ward's apparatus has been operating stably, ensuring good service for management, operation and settlement of administrative procedures for people and businesses. The Public Administration Service Center of Vung Tau Ward is currently fully invested in facilities, modern network infrastructure and synchronous operation.
The center has 22 dossier reception counters, 1 public postal counter, and 2 areas to support digitalization and provide guidance on using online public services, meeting the needs of people and businesses in handling administrative procedures. From July 1 to 16, the center received 1,471 dossiers, of which 74.8% were processed on time, the rest are still under processing.
At the meeting, comrade Nguyen Tan Ban, Party Secretary and Chairman of the People's Council of Vung Tau Ward, proposed that the Ho Chi Minh City People's Committee soon issue regulations on procedures for decentralization and delegation of authority in the field of urban and rural planning to the commune level, and soon issue a decision on decentralization of road management so that the ward has sufficient basis for implementation.
With a population of nearly 117,000, the ward also proposed to establish an urban order team to strengthen the inspection and supervision of construction and urban order; proposed to be allowed to establish public service units at the commune level to carry out tasks related to trees, lighting, and environmental sanitation. In addition, there should be specific instructions on opening separate accounts for newly established departments and specialized units under the People's Committee of the commune level to facilitate management and operation.

Comrade Nguyen Tan Ban added that Vung Tau ward often encounters garbage and water hyacinth drifting from the sea to the beach during the monsoon season, causing environmental pollution and affecting tourism activities. The ward recommends that the city soon direct the survey and treatment of water hyacinth from river branches right from the source to reduce pressure on coastal areas. In addition, it is recommended that the city pay attention to and support the acceleration of the implementation of public investment projects in the area, contributing to the completion of infrastructure and improving the quality of the living environment for the people.
Concluding the meeting, comrade Pham Thanh Kien highly appreciated the leadership and direction of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Vung Tau ward in operating the apparatus and proactively resolving difficulties and problems at the grassroots level.
Regarding the recommendations and proposals of Vung Tau ward, comrade Pham Thanh Kien requested the Committees of the City People's Council, departments and branches to coordinate in surveying, to have appropriate adjustments, instructions and support, especially in adjusting the regime for cadres and civil servants. The Department of Finance should pay attention and guide the wards to open accounts for new commune and ward-level departments and units.
