Attending the ceremony were representatives of the Pleiku City Military Command, Pleiku City Internal Affairs Department, leaders of the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee and mass organizations of Hoa Lu ward, along with many relatives of martyrs and local people.
Martyr To Van Ba was born in 1946, his hometown is Thien Duc village, Tam Quan Bac commune, Hoai Nhon district (Binh Dinh province). He enlisted in April 1964, fighting in Battalion 2, Regiment 250, armed forces of Military Region V. During the resistance war, he held the position of Deputy Squad Leader, with the rank of Corporal, always completing the assigned tasks excellently.

On February 18, 1969, in a fierce battle at Khue Ngoc Dien battlefield (now Cu Pui commune, Krong Bong district, Dak Lak province), he heroically sacrificed himself at the age of 23. The sacrifice of martyr To Van Ba is a typical example of bravery, patriotism and lifelong dedication to the independence and freedom of the Fatherland.
In recognition of his great sacrifice, the State posthumously awarded him the Third Class Liberation Feat Medal; Second and Third Class Liberation Soldier Medals. Previously, the martyr's grave was buried at the Dak Lak Province Martyrs' Cemetery. Fulfilling the family's wishes and in accordance with the wishes of his relatives, the martyr's remains were moved to the Gia Lai Province Martyrs' Cemetery, where his relatives had lived for many years.
At the ceremony, local leaders and agencies expressed their deep gratitude for the noble sacrifice of martyr To Van Ba for the cause of national liberation and reunification. The memorial service took place in a solemn and emotional atmosphere, demonstrating the Vietnamese people's morality of "When drinking water, remember its source".
