( Bqp.vn ) - On the morning of September 17, the Air Defense - Air Force Service (PK-KQ) held a Conference to Review the Implementation of the Law on Professional Soldiers, Workers and National Defense Officials in 2015 (hereinafter referred to as the Law). The conference was held in a direct and online format with connecting points at units under the Service. Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense attended and delivered a speech directing the conference. Lieutenant General Nguyen Van Hien, member of the Party Central Committee, Commander of the PK-KQ Service chaired the conference.

In particular, it is necessary to focus on assessing the positive points before and after the Law; the shortcomings and obstacles in the 10-year implementation of the Law; the impacts of the Law on the current development requirements of the Air Defense - Air Force Service; the position and role of the professional soldiers, workers and national defense officials in performing tasks, especially the tasks of combat readiness, training, force building, building strong units, etc.

Over the past time, the Air Defense - Air Force Service has directed and guided agencies and units to thoroughly grasp and seriously implement the Law as well as detailed regulations and guidance on the implementation of the Law, ensuring effectiveness and practicality. Accordingly, the Service has directed agencies and units, especially factories and enterprises, to strictly implement recruitment work, in accordance with procedures and regulations.

In addition, the Air Defense - Air Force Service has strictly complied with regulations on mobilization, appointment, arrangement, and use of military personnel in accordance with authority and organizational structure, ensuring balance between regions, areas, and between agencies and units. Based on the actual implementation of the Law on Professional Soldiers, Workers and Defense Officials, the Air Defense - Air Force Service recommends and proposes to amend a number of contents, such as: Amending and supplementing Article 31 of the Law stipulating "The highest age limit of defense workers and officials is adjusted according to the roadmap prescribed by the Labor Code". Developing and promulgating a Decree detailing Clause 4, Article 36 of the Law stipulating: "Professional soldiers are entitled to housing allowances", to ensure fairness between comrades who have enjoyed housing policies and comrades who have not. Completing and implementing the new salary table in the spirit of Resolution 27-NQ/TW dated May 21, 2018 of the Central Executive Committee to improve the quality of life of cadres, civil servants and armed forces, including professional soldiers, workers and defense officials; Add the objects of workers and defense officials who are entitled to receive special military allowances as for soldiers to ensure fairness between soldiers and workers and defense officials who have the same special military working conditions.
