Agencies and units focus on leading and directing the implementation of education to raise awareness and responsibility for officers and soldiers on natural disaster prevention and control, storms and floods; proactively prepare forces and means to be ready to go to help people prevent, control and overcome consequences caused by storms.

The Corps also established three working groups led by Deputy Chiefs of Staff to directly inspect units' preparations to respond to storm No. 3.

By 7:00 a.m. on July 21, agencies and units in the entire Corps had completed all response preparations; barracks, warehouses, and factories were firmly secured; billboards and slogans were removed and lowered; trees were trimmed; sewers were cleared to prevent flooding at units caused by heavy rain.
