On November 15, the Israeli Army (IDF) announced that it had entered the largest hospital in the Gaza Strip, Al-Shifa Hospital. The IDF said it had discovered many types of weapons and equipment belonging to Hamas forces inside the hospital but there were no signs of hostages being held there.
The IDF announced on social media that there were no “collisions” between soldiers and patients during the entry into the hospital. At least five Hamas gunmen were killed in the gunfight outside the hospital.

The Israeli military said it had prepared for the raid, expecting fierce fighting, but it never happened. Members of the Hamas movement at the hospital surrendered.

In the face of public outcry, Israel announced that it would only attack Hamas militants with precision and selectivity. The Israeli military also said that it had brought field support teams consisting of medical staff, Arabic speakers specially trained to mobilize to "complex and sensitive environments". This force affirmed that it had brought relief supplies (such as: incubators, baby food and medical equipment) into this hospital while conducting the raid.

The Gaza Health Authority has called on the international community and the United Nations (UN) to intervene immediately and quickly stop the Israeli operation. An official from the authority said there were thousands of people inside the hospital, of whom 650 were sick and thousands more were injured. The hospital was running out of fuel, and all care was manual and basic.
The World Health Organization (WHO) has lost contact with staff at Al-Shifa Hospital after Israeli forces raided the facility. Director-General Tedros Adhanom Ghebreyesus expressed concern about reports of a raid by Israeli forces on the hospital and about the situation of patients, health workers and civilians sheltering at the facility.

Previously, the White House Security Council issued a statement affirming that Washington does not support airstrikes on hospitals and does not want fighting to occur at hospitals.
* In a related development, the Hamas Islamic Movement has agreed to a framework agreement with Israel to return 50 hostages in exchange for a three-day ceasefire in the Gaza Strip.
According to the Jerusalem Post, as Israel has yet to agree to the deal, Qatar is continuing its efforts to mediate negotiations in coordination with the United States.

According to the agreement, in addition to the ceasefire, Israel will also release a number of Palestinian women and children prisoners being held in the country, and allow more humanitarian goods to be transferred into the Gaza Strip.
There are currently no plans to discuss the return of all hostages.
Qatar is acting as a mediator in the negotiations by maintaining direct contact with both Hamas and Israel. The parties involved in the negotiations have not officially commented on this information.
