Electricity demand management according to Circular No. 07/2025/TT-BCT - Stable and sustainable development solutions

In recent years, the speed of socio-economic development has been increasingly remarkable, especially in the fields of industry, agriculture and services. In Long An province, the demand for electricity is increasing. This situation poses significant challenges to the operation of the power system, avoiding the risk of overload, ensuring stable power supply for production and daily life of people and businesses.

In order to meet practical requirements as well as promote the economical and efficient use of electricity, the Ministry of Industry and Trade has issued Circular No. 07/2025/TT-BCT regulating "implementation of electricity demand management", which is an important legal basis to help Long An Electricity Company coordinate with customers to deploy optimal solutions, ensure energy sources and effectively support local economic development.

Demand Side Management (DSM) is identified as a key task to improve energy efficiency and reduce investment and grid operation pressure. According to Circular No. 07/2025/TT-BCT , demand side management includes many important contents such as load research, load adjustment and load shifting.

The overall goal is to help electricity distribution units such as Long An Electricity Company and electricity customers in the area to reduce peak load during peak hours, prevent local overload; improve system operation efficiency and contribute to saving costs of electricity production and transmission; improve the quality of electricity services, ensure stable electricity supply for production, business and daily life.

Circular No. 07/2025/TT-BCT regulating "implementation of electricity demand management" - is an important legal basis to help Long An Electricity Company coordinate with customers to deploy optimal solutions.

For effective implementation, Circular No. 07/2025/TT-BCT clearly stipulates the process of selecting electricity load samples (civil and non-civil), collecting and correcting measurement data, and building a database for electricity load research, thereby specifically reflecting the electricity consumption characteristics of each customer group.

Long An province has a diverse economic structure, from industrial zones and clusters in Ben Luc, Duc Hoa, Can Giuoc districts, Tan An city to specialized agricultural areas such as Thanh Hoa, Tan Thanh, Vinh Hung, Tan Hung districts. Therefore, in-depth analysis of electricity load charts will help accurately determine times and areas at risk of overload, as well as forecast future load growth trends.

Based on the research results, Long An Power Company has been implementing a program to adjust the electricity load in different forms such as adjusting the electricity load according to the financial incentive mechanism, customers proactively reducing power consumption during peak hours; adjusting the emergency electricity load, applied when the system is at risk of imbalance, serious overload, requiring sudden load reduction coordination from customers. This is considered a practical solution to help "flatten" the load curve, maintain a stable power source, especially in areas with a lot of concentrated production activities.

Along with adjusting the electricity load, shifting the electricity load is an important content stated in Circular No. 07/2025/TT-BCT , allowing customers in Long An province to change the time of electricity use from peak hours to off-peak hours. This is a proactive method to help large enterprises and business households optimize electricity costs, while reducing overload pressure on the grid, improving exploitation efficiency in the grid system.

With the benefits of off-peak electricity tariffs, many manufacturing facilities can plan to operate machinery at night or during off-peak hours, thereby significantly reducing energy costs and improving the competitiveness of local products.

Thanks to the close coordination between the above groups, Long An Power Company not only ensures the stability and safety of the power system, but also creates a stepping stone for production and business activities to develop, promoting socio-economic growth.

Circular No. 07/2025/TT-BCT has set out an almost complete legal framework, contributing to the orientation in managing electricity demand.

Load research and analysis, together with load shifting and adjustment programs, are the key solutions to ensure safe and stable power supply and minimize overload risks.
