Quan Son urgently implements project to prevent and overcome consequences of natural disasters

The project to arrange and stabilize the population of households in Min and Luoc Lau villages, Muong Min commune (Quan Son) is being urgently constructed.

As an area frequently affected by natural disasters such as flash floods and landslides, Quan Son district has proactively implemented synchronous solutions, strongly promoted the role of Party committees and authorities at all levels and mobilized people of all walks of life to proactively prevent and combat natural disasters. At the same time, it has proactively proposed and recommended that competent authorities pay attention to investing in the construction of works and projects to prevent and overcome the consequences of natural disasters in high-risk locations and residential areas, in order to continue to care for and stabilize people's lives.

According to Mr. Ha Hoang Thanh Tam, Deputy Head of the Department of Agriculture and Environment of Quan Son district: Currently, 5 projects and works on natural disaster prevention and mitigation are being implemented in the area with a total investment of more than 100 billion VND. Most of the projects aim to urgently relocate households living in high-risk areas to safe places. Of these, 4 projects have completed legal procedures, site clearance, and are preparing for implementation in the field, and 1 project is about to be completed and put into use.

Specifically, the Yen residential area project with a total investment of 24.5 billion VND and the Luoc Lau residential area project with a total investment of 12.5 billion VND, both in Muong Min commune, are being urgently completed by the district in accordance with the law. These are investment projects established after Decision 4845/QD-UBND dated December 1, 2021 of the Provincial People's Committee Chairman on Approval of the Project on resettlement and stabilization of residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period of 2021-2025. After being invested in and constructed, these two projects are expected to serve the relocation of more than 90 households living in areas at high risk of natural disasters in Yen and Luoc Lau villages (Muong Min commune) to a safe place.

Also in Muong Min commune, after more than 1 year of construction, the project to arrange and stabilize the residents of Min and Luoc Lau villages is urgently completing the final items. This project covers an area of ​​5.2 hectares on Pom Dung hill, with a total investment of over 26.7 billion VND, mainly from the capital of the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas, period 2021-2030, phase I from 2021 to 2025. Mr. Pham Phu Dat, Deputy Director of the Investment and Construction Project Management Board of Quan Son district, said: The contractor has focused on mobilizing human resources, vehicles, and machinery to speed up construction progress, ensuring the quality of the project. Up to now, the remaining work volume is not much, it is expected that in June 2025, the project will be completed, serving the emergency evacuation of 81 households living in high-risk areas of natural disasters in Min and Luoc Lau villages.

In addition, Quan Son district is also focusing on site clearance to serve the construction of the resettlement area in Muong village (Trung Xuan commune). After storm No. 4 in 2024, the landslide and collapse of the residential area in Muong village, Trung Xuan commune was declared a natural disaster emergency by the Provincial People's Committee. After that, a resettlement site was invested by the State with a capital of 27.4 billion VND, to serve the urgent relocation of 43 households in Muong village and neighboring villages affected by the natural disaster. Currently, the district is carrying out site clearance work, preparing to start construction of the project.

In order to improve response capacity, minimize damage caused by natural disasters, contribute to improving infrastructure to serve socio-economic development and accelerate the disbursement of public investment capital, Quan Son district has directed departments, offices, People's Committees of communes and towns where projects are located to urgently complete the conditions for implementing works and projects according to schedule. The Chairman of Quan Son district People's Committee has also established working groups, regularly inspecting the actual construction site of the project in general and the project of preventing and overcoming natural disasters in particular to directly grasp the progress, remove arising obstacles, and create favorable conditions for contractors to implement the project. At the same time, direct relevant departments and offices to quickly complete legal procedures, disburse capital to contractors according to the volume of works...

Deputy Head of the Department of Agriculture and Environment of Quan Son district, Ha Hoang Thanh Tam, affirmed: With a proactive and determined spirit, up to now, the works and projects on preventing and overcoming the consequences of natural disasters in Quan Son district have basically ensured the set progress. The district has also proactively connected and coordinated with relevant departments and branches to complete the procedures and documents, requesting competent authorities to approve the investment policy for projects to overcome the consequences of natural disasters in the remaining locations and residential areas affected by natural disasters in the area.
