On February 17, the National Assembly discussed in the hall about special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project.
Deputy Duong Khac Mai ( Dak Nong Delegation) said that, in response to the requirements of the country's economic development and the specific nature of the nuclear power plant, the National Assembly's promulgation of a special policy mechanism for investment in the construction of the Ninh Thuan nuclear power plant is correct, consistent with the reality and requirements of the times, and is a breakthrough policy for the development of nuclear power, as well as nuclear energy for the purpose of peace and development of Vietnam.
According to Mr. Mai, this is a condition for developing a stable power source, meeting the increasing demand for use in socio-economic development, contributing to ensuring national defense, security and energy security, which is posing new issues contributing to the implementation of the goal of zero net emissions by 2050 as committed to the international convention that the Prime Minister joined.
Agreeing with the recommendations of the National Assembly's Committee on Science, Technology, and Environment, Mr. Mai emphasized that, in addition to potential and positive benefits, the project also faces many risks and challenges that need to be carefully considered. Specifically, such as financial issues, technology, and social and geopolitical environmental safety.
It is clear that this is a field with specialized and complex technology, while our country's level is only at a basic level in this field and many related supporting fields. Therefore, Mr. Mai acknowledged that it is certain that we will have to depend on foreign partners, plus the issue of human resources to meet the project is also a big problem, if not guaranteed, it will affect the construction progress as well as the operation of the factory. At the same time, many of the human resources we have prepared for the projects are currently working for outsiders and abroad, while the draft Resolution has not yet mentioned specific policies and mechanisms for this issue such as: training a team of attractive staff, the issue of finding and retaining talents, and these are very important issues.
Mr. Mai is concerned: "Without a suitable human resource policy, in particular, it will be difficult to implement, apply, and operate domestic projects in the short and long term."
According to Deputy Trinh Thi Tu Anh (Lam Dong Delegation), the number of human resources for 2 units with a capacity of about 1,200 MW according to IAEA's instructions is 1,200 people with expertise including nuclear technology, electromechanical equipment control systems, chemical radiation protection, physical incident response such as in hydrothermal, radioactive waste management, quality management, management, maintenance and spare parts management. "To ensure sustainable development of the nuclear power industry, Vietnam really needs to develop a team of researchers, engineers and technicians to supplement high-quality human resources" - Ms. Anh suggested.
Deputy Tran Quoc Nam, Chairman of Ninh Thuan Provincial People's Committee, said that for more than 15 years, the Party Committee and the people of Ninh Thuan have always been ready to implement the project. The people are waiting and ready to hand over their housing, production land and livelihoods to the state to implement the project.
Mr. Nam informed that the two communes: Vinh Hai and Phuoc Dinh where the factory is located are heroic communes. Through two resistance wars, the people put their full trust in the Party and Uncle Ho, and today continue to contribute to relocating their homes and long-time residences to the state with the hope that the project will be implemented faster, bringing new energy sources for the country to develop prosperously.
Mr. Nam also said that the people in the project area have only one wish, which is to request that their new place of residence must be truly better, the best possible, and that their lives now and for future generations must be truly stable, prosperous, and happy.
Explaining at the meeting, Minister of Industry and Trade Nguyen Hong Dien said that when approved by the National Assembly, the above-mentioned specific mechanisms and policies will facilitate and facilitate synchronous implementation. At the same time, many project items such as: negotiating a partnership agreement with the general contractor to implement turnkey packages; preparing and approving pre-feasibility study reports, feasibility studies, arranging investment capital, compensation for resettlement, preparing construction sites, training human resources to contribute to accelerating the implementation progress, ensuring the completion of the project according to the direction of the Party and State leaders.
According to Minister of Industry and Trade Nguyen Hong Dien: Due to the complexity of the nuclear power project and the first time it is built in our country, to ensure the goal of completing the project in 2030-2031, it is necessary to have strong enough specific mechanisms and policies such as:
