The Legal Committee of the People's Council of Ha Tinh province requested the Department of Education and Training to continue reviewing and rearranging the school network to ensure better safety.

Overview of the working session.
According to the report, in the 2022-2023 school year, the whole province has 38 public high schools under the Department, including 24 grade 1 schools, 10 grade 2 schools, 4 grade 3 schools; 37 schools organize 1 session/day; 1 school organizes 2 sessions/day (junior high school level of Ha Tinh Ethnic Boarding Secondary and High School); with 40,659 students and 2,659 teachers.
Director of the Department of Education and Training Dang Thi Quynh Diep reported and explained a number of contents on compliance with the law in recruitment, use and management of educational career staff in the whole province.
The system of kindergartens and primary schools in the province has basically been planned quite reasonably, meeting the learning needs of children and creating conditions to improve the quality of education.
From 2020 to 2023, the province has transferred 82 officials, seconded 153 officials; mobilized and appointed 22 officials to leadership and management positions and reappointed them in the field of education.
Vice Chairman of the Provincial People's Council Tran Van Ky: Propose that the Department of Education and Training proactively review the size of classes and the number of students in the province, paying attention to specific factors of the locality as a basis for advising the Provincial People's Council and the Provincial People's Committee to adjust and supplement the number of employees for public educational institutions.
At the meeting, representatives of the Department of Education and Training proposed and recommended to the Provincial People's Committee to issue regulations on transferring teachers of units under the Department of Education and Training to transfer teachers from surplus units to deficient units to solve the local shortage of teachers.
Through supervision, the delegates said that the Department of Education and Training needs to pay attention to the work of mobilizing, rotating, seconding, and appointing civil servants managed by the sector and locality; the work of recruiting, using, and managing the educational career payroll in the province.

At the same time, the Department of Education and Training is requested to continue to reorganize the school network; review the structure, organization, and arrangement of teachers, staff, and educational managers in units and schools in accordance with regulations and reality; have specific solutions and roadmaps to resolve some shortcomings in the structure of teachers in subjects, at all levels, and the local surplus and shortage of teachers. Strengthen inspection, examination, and guidance on recruitment, management, and use of educational career staff.
In particular, the Department of Education and Training needs to improve the work of planning and arranging the network of public educational institutions in accordance with the actual situation, in which attention should be paid to planning and developing the network of non-public schools in localities with rapid urbanization and localities with industrial and urban development.
