On the morning of July 17, the Ministry of Culture, Sports and Tourism held a conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025. The conference connected online with 34 points in provinces/cities under the Central Government.

In the first 6 months of 2025, the collective leadership of the Ministry of Culture, Sports and Tourism always maintained the principles of solidarity and unity, promoted the spirit of responsibility, proactiveness, leadership, direction, drastic, timely, flexible, comprehensive work areas; grasped the situation and practical requirements to propose appropriate solutions, effective policy responses; paid attention to promptly removing difficulties and obstacles for the operations of affiliated agencies and units.
Focus on directing the resolution of outstanding issues from the previous period; continue to study and summarize the organization of the apparatus in the spirit of Resolution 18-NQ/TW, along with reviewing the implementation of decentralization and delegation in the fields of culture, sports and tourism, implementing the model of organizing a 2-level local government; promote reform, cut administrative procedures, decentralize and delegate power; resolve difficulties and obstacles for projects, and promote disbursement of public investment capital.
With the right and drastic direction and management, in the first 6 months of 2025, the work of culture, sports and tourism has achieved important and quite comprehensive results in all fields. The work of building and perfecting institutions continues to be one of the top priority tasks, spending a lot of time on leadership and direction.
Tourism has grown impressively, continuing to be a bright spot in contributing to the country's socio -economic development. Total revenue from tourists in the first 6 months of 2025 is estimated at 518 trillion VND. Activities to preserve and promote cultural heritage have been effectively implemented; press, communication and publishing have had many positive changes.
The mass sports movement has developed strongly; high-performance sports have made progress; cultural and foreign affairs work has many bright spots, changing the mindset from "Meeting and exchanging" to "True cooperation".
At the conference, delegates discussed specific solutions and measures to promote the progress and quality of completing key tasks in the last 6 months of 2025. In particular, the completion of the legal institutions of the sector and the arrangement and streamlining of the organizational apparatus, the implementation of decentralization and the division of authority in the sectors of the sector when organizing 2-level local governments.
In the last 6 months of 2025, the Ministry of Culture, Sports and Tourism will focus on directing the development of projects to submit to the Government and the Prime Minister and tasks assigned by the Government and the Prime Minister in 2025. Develop draft laws, decrees, and circulars for promulgation and submit them to competent authorities for promulgation according to the 2025 law-making program. Focus on guiding and implementing the decentralization and division of authority in the sector's fields when organizing 2-level local governments.
Continue to implement tasks of developing science, technology, innovation, digital transformation, administrative reform and Project 06; focus on reviewing legal regulations to promptly remove bottlenecks serving the development of science, technology, innovation and digital transformation activities in accordance with the characteristics of the culture, sports and tourism sector; develop and promulgate a program to promote digital transformation of smart tourism in the tourism sector; upgrade the administrative procedure settlement information system of the Ministry of Culture, Sports and Tourism, ensure information security and safety and connect with the National Population Database.
Concluding the conference, Minister of Culture, Sports and Tourism Nguyen Van Hung praised the efforts of cultural workers across the country. For major issues with industry orientation, it is necessary to determine a specific implementation roadmap, direct the organization to implement in the right direction, in accordance with the actual situation. Cultural innovation must be determined from the smallest things to creating a cultural environment that is truly the driving force for national development. Therefore, identifying the immediate difficulties to work together to develop culture is extremely important.
In the immediate future, it is necessary to focus on completing the Project to organize "Exhibition of socio-economic achievements on the occasion of the 80th Anniversary of National Day (September 2, 1945 - September 2, 2025) and major national holidays".
Regarding the tasks for the last 6 months of the year, Minister Nguyen Van Hung requested the entire industry to properly implement the spirit of "The Ministry guides, the Department accompanies for a common mission". Focus on communicating policies, creating consensus among the people. Develop cultural products in a convergence direction, focus on shifting to tourism promotion with the participation of localities, invest in tourism promotion in many different forms.
