On May 11, in Binh Duong province, the Central Propaganda Department coordinated with the Ministry of Information and Communications, the Vietnam Journalists Association, the Vietnam Publishing Association, and the Binh Duong Provincial Party Committee to organize a conference to disseminate and implement new regulations of the 13th Party Central Committee Secretariat (Southern region).

Co-chairing the Conference were comrades: Lai Xuan Mon, member of the Party Central Committee, Permanent Deputy Head of the Central Propaganda Department; Le Quoc Minh, member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda Department, President of the Vietnam Journalists Association ; Nguyen Van Loi, member of the Party Central Committee, Secretary of the Binh Duong Provincial Party Committee; Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department; Tran Thanh Lam, Deputy Head of the Central Propaganda Department; Vu Thanh Mai, Deputy Head of the Central Propaganda Department; Nguyen Thanh Lam, Deputy Minister of Information and Communications; Hoang Vinh Bao, President of the Vietnam Publishing Association.

Attending the Conference were leaders of provincial and municipal Party Committees and a number of affiliated departments and branches; delegates leading press management agencies, publishing house management agencies, leaders of press agencies and publishing houses in Ho Chi Minh City and 32 localities in the Southern region (from Da Nang and below).

On the side of Dak Lak province, comrade Pham Minh Tan, Standing Deputy Secretary of the Provincial Party Committee, was the Head of the working delegation; the delegation also included leaders of relevant departments, branches, and sectors, leaders of Dak Lak Newspaper, Provincial Radio and Television Station, Journalists Association, Provincial Literature and Arts Association, etc.

New regulations on press and publishing activities

At the Conference, the reporters presented the basic and core contents of Regulations No. 100-QD/TW and 101-QD/TW dated February 28, 2023, of the Secretariat on Responsibilities, Powers, Appointment, Removal, Reward, and Discipline of Leaders of Press Agencies and Publishing Houses. These two regulations have many new and notable points regarding the standards, conditions, processes, and procedures for appointment as well as reward and discipline of leaders of press agencies and publishing houses; in line with the development trend of modern journalism and publishing; overcoming the limitations and inadequacies of old decisions.

Reporting at the Conference, comrade Tran Thanh Lam, Deputy Head of the Central Propaganda Department, emphasized that the issuance of Regulations No. 100-QD/TW and 101-QD/TW continued to affirm and clarify the direct and unified leadership role of the Party in personnel work, management of staff of press agencies and publishing houses; is the political basis for amending and supplementing the 2016 Press Law, the 2012 Publishing Law and other relevant legal documents; contributing to building a team of leaders of press agencies and publishing houses with political mettle, professional qualifications, skills and moral qualities to "build a professional, humane and modern press and media" and "arrange the publishing, printing and distribution industry towards streamlining, quality and modernization" in the spirit of the documents of the 13th National Party Congress.

The conference also thoroughly grasped Regulation No. 85-QD/TW, dated October 7, 2022 on cadres and party members establishing and using personal websites on the Internet and social networks. This is a new regulation, issued with the goal of further enhancing the responsibility and obligations of each cadre and party member, promoting the pioneering and exemplary role in establishing and using personal websites on the network environment, contributing to firmly protecting the ideological foundation of the Party, State, people and the socialist regime; contributing to fighting and refuting wrong and hostile viewpoints and building a civilized, healthy and safe Vietnamese Internet and social network environment.

Delegates were also informed of Regulation No. 99-QD/TW, dated February 27, 2023 of the Secretariat of the 13th Party Central Committee on the flag of the Communist Party of Vietnam and the use of the Party flag (Party flag). The Party flag is a sacred and noble symbol of the Communist Party of Vietnam. The Party flag is always associated with heroic historical events of the Vietnamese nation, a belief, pride, and motivation for our cadres, party members, and people to strive, train, and contribute to the noble goals and ideals of the Party and the nation.

In recent times, the Party flag has been used to decorate the activities and celebrations of the Party, to celebrate major holidays, important historical, political and social events of the Party and the country, to decorate the headquarters of agencies (meeting rooms, reception rooms, campuses), in public places... However, up to now, there have been no regulations or instructions on the use of the Party flag, so the use of the Party flag and the image of the Party flag have not been unified in many localities and units, and there have even been phenomena of inaccuracy, causing negative public opinion, being exploited by hostile forces, inciting sabotage.

Regulation No. 99-QD/TW consists of 5 Chapters and 26 Articles, clearly stating the Party flag specifications, principles, subjects of use and time of hanging the Party flag; responsibilities of relevant agencies in organizing the implementation of this regulation; contributing to creating unity in the use of the Party flag, the image of the Party flag of the Communist Party of Vietnam, demonstrating the solemnity of the Party, thereby educating and fostering the belief, ideals and revolutionary ethics in cadres, Party members and people.

According to Comrade Lai Xuan Mon, Member of the Party Central Committee, Permanent Deputy Head of the Central Propaganda Department, the new regulations promulgated at this Conference are very important documents, affirming the deep concern, direct and comprehensive role of the Party in leadership and direction; having a direct impact on Party committees, Party organizations, cadres and Party members nationwide. The contents of the regulations demonstrate many important innovations in content and method, smoothly combining theory and practice, inheritance and development, which need to be seriously and methodically promulgated, implemented, truly put into practice, and applied uniformly in Party committees, authorities and the entire political system.

At the Conference, delegates also listened to the draft Project to celebrate the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025). This is a political and professional event of great significance to the press nationwide. With a long and glorious tradition - 100 years of accompanying the nation, the cause of building and defending the Fatherland; with the recognition of the Party, the State and the people, the press nationwide has the right to be proud of its revolutionary tradition, noble professional mission and important contributions to the country and the nation. Looking back over the past 100 years to evaluate, summarize, and together build strategies and plans to help the revolutionary press firmly enter a new stage of development; encourage and motivate the press nationwide to continue to promote its role and responsibility, making an important contribution to the cause of building and defending the Fatherland.

In addition, the delegates discussed and found solutions to effectively implement the regulations and complete the above draft Project; creating a high level of consensus in perception and action, meeting the set goals and requirements. Most of the delegates' questions and concerns were satisfactorily answered and explained by leaders of central ministries and branches.

Strictly implement Party regulations

In his concluding remarks at the Conference, Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee and Head of the Central Propaganda Department, requested that Party committees, departments, branches and relevant agencies from the central to local levels need to fully and more deeply understand the meaning and importance of organizing and implementing these regulations in practice as an important component of propaganda work.

On the basis of this Conference, continue to organize the study, dissemination and dissemination of the regulations in a wide range of appropriate forms to help Party committees, Party organizations, agencies, units, cadres and Party members understand and apply the regulations correctly. It is necessary to clearly define that this is the responsibility of the entire political system, of each cadre and Party member. Strengthen the work of inspection, monitoring, guidance and urging the implementation of the above regulations; inform and report the results of the implementation of the regulations at all levels on a quarterly and annual basis; commend and reward Party committees, Party organizations, cadres and Party members who have performed well; remind, criticize and strictly handle collectives and individuals who do not seriously and ineffectively implement them; promptly report and reflect on difficulties and problems to the Central Propaganda Department for timely guidance and direction, in line with the actual situation.

Regarding the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2025), the Party Central Committee Secretary and Head of the Central Propaganda Department emphasized that this is an important political and professional event for our country's revolutionary press. Therefore, we need to develop a project to organize commemorative activities in a methodical, solemn and meaningful manner; implement the commemorative plan with the motto as President Ho Chi Minh, the beloved leader of our Party and people, the teacher of Vietnam's revolutionary press, has repeatedly affirmed: "The press is the vanguard force on the ideological and cultural front", "Journalists are also revolutionary soldiers. Pens and paper are their sharp weapons"; practically build an increasingly professional, humane and modern press and media as in the spirit of the documents of the 13th National Party Congress.
