Speaking at the conference, General Phan Van Giang stated: Thoroughly grasp and implement Regulation No. 96-QD/TW dated February 2, 2023 of the Politburo on taking a vote of confidence for leadership and management positions and titles in the political system; on May 25, 2023, the Central Military Commission issued Decision No. 1992-QD/QUTW on taking a vote of confidence for Party committee members, commanding and managing officers in the Vietnam People's Army. This is a content that is periodically conducted to assess the quality of the cadre team.

General Phan Van Giang affirmed that the vote of confidence for leaders, commanders and managers is one of the innovative contents in personnel work, which has been carried out since the 11th term to date in order to effectively carry out the work of building and rectifying the Party and the political system. At the recent mid-term Central Conference of the 13th term, General Secretary Nguyen Phu Trong emphasized: The vote of confidence contributes to building a contingent of cadres with sufficient qualities and capacity, equal to the task; helping the comrades who are voted for to "self-reflect", "self-correct", continue to strive, cultivate, practice moral qualities, lifestyle and constantly improve their responsibility to set an example, qualifications and working capacity, meeting the requirements of the cause of building and defending the Fatherland in the new situation, contributing to consolidating and strengthening the trust of cadres, party members and people in the Party.

General Phan Van Giang requested that the vote of confidence for the members of the Central Military Commission Standing Committee and the Deputy Ministers of National Defense must ensure the leadership of the Party, strictly implement the principles of democratic centralism, self-criticism and criticism; promote the responsibility of the collective and individuals, especially the person who writes the vote of confidence.
