It is known that in Tan Hoa commune, Minh Hoa district, Quang Binh province, 3 people went frog catching together. When they were crossing the Seeng spillway, the flood water suddenly rose and swept all 3 people away. One person swam to shore safely, but two sisters, Mrs. Truong Thi Duc (63 years old) and Mrs. Truong Thi Du (59 years old), were swept away by the flood and went missing.

Immediately after receiving the news, the authorities in Minh Hoa district coordinated with the local authorities of Tan Hoa commune to search along the streams and areas where the victim was suspected to have been swept away. The search is still being carried out urgently, however, due to heavy rain and strong currents, it is facing many difficulties.
In Nhan Trach commune, Bo Trach district, Quang Binh, early this morning (June 13), Mr. NVC and Ms. TTN and their son went fishing on the Dinh river, through Nhan Trach commune.

After casting the net and lifting the net for a while, the son of NVC and TTN returned home first. After that, the phone call to his parents was not working, so the son returned to the place where his parents cast the net and lifted the net, but NVC and TTN were no longer there, only the bamboo boat that NVC and TTN used was drifting out to sea.
The son reported to the local authorities. Upon receiving the news, the People's Committee of Nhan Trach commune reported to the People's Committee of Bo Trach district to coordinate the search force, but by 2:00 p.m. on June 13, the whereabouts of Mr. NVC and Ms. TTN had not been found.
Earlier, on the morning of June 13, due to prolonged heavy rain, a section of the Da Lam dam dike in Thai Thuy commune, Le Thuy district, Quang Binh province broke. The heavy rain combined with the broken dike caused water to flow into some areas downstream, causing severe flooding.
According to the People's Committee of Le Thuy district, the broken dike section is about 15m long in Thai Thuy commune, Le Thuy district. Da Lam dike was built to protect the Da Lam irrigation dam with a capacity of more than 500,000m³. Previously, the weather forecast was that storm No. 1 would cause heavy rain, so the Da Lam dam management unit proactively opened a part to release some water.

Currently, relevant authorities in Quang Binh, in coordination with local authorities in Le Thuy district, are urgently implementing response measures, warning and evacuating people in areas at risk of deep flooding in the downstream area as water continues to flow rapidly. At the same time, they are assigning forces to be on duty at key points, advising people to limit travel through low-lying areas, especially along rivers and streams to ensure safety of life and property.

It is known that over the past two days, due to the impact of storm No. 1, Quang Binh province has had very heavy rain. Heavy rain combined with upstream floodwaters have caused flooding in some areas. According to many locals, this is the first time they have witnessed flooding in the middle of summer.
In the low-lying district of Le Thuy, people had to raise their household essentials to prevent water from entering their homes. Some roads were flooded 30-50cm deep, partially isolating villages.

Heavy rains have flooded and cut off 24 locations on National Highways 15, 9B, 12A; Provincial Roads 558B, 559B... in Quang Binh province. On some routes such as National Highway 9E; National Highway 12A; National Highway 9C; Provincial Road 561, heavy rains have caused many landslides on the slopes. According to the People's Committee of Quang Binh province, due to the impact of storm No. 1, the whole province had more than 18,489 hectares of rice, 285 hectares of crops flooded; 10 fish cages, 5 oyster rafts were swept away; 2 fishing boats sank.
