Quang Nam Chairman, Mr. Le Van Dung, has just issued a document directing the handling of the Conclusion of the Provincial Inspectorate on violations at the Housing Project for low-income people in Dien Nam - Dien Ngoc Industrial Park, invested by STO Agricultural , Rural Investment Consulting Joint Stock Company and Sports and Tourism Services (STO Company).
The low-income housing area in Dien Nam-Dien Ngoc Industrial Park was approved for construction in 2010 and divided into 3 phases with completion deadlines. The project invests in the construction of 6 apartment blocks, including 1,176 apartments for low-income people.
According to the Inspectorate of Quang Nam province, the housing project for low-income people in Dien Nam - Dien Ngoc New Urban Area implemented by STO Company has many violations.
STO Company has many violations in project transfer and capital contribution contracts that are not in accordance with regulations. In addition, the investor has implemented contracts with many other units to implement construction not in accordance with the contract, leading to lawsuits, disputes, etc.

To handle the inspection conclusion related to the STO project, the Chairman of Quang Nam province requested units to review violations and limitations.
Accordingly, the Department of Natural Resources and Environment has not fully performed its responsibilities, failed to promptly inspect, detect and record violations in the land sector for handling when the project was more than 24 months behind schedule recorded in the investment project and has not requested STO Company to extend the land use period as prescribed.
The Department of Construction has not fulfilled its responsibility in detecting and handling administrative violations when STO Company intentionally illegally built 2 Blocks in phase 3 of the project without a license; has not inspected, reviewed, and handled violations in capital mobilization through capital contribution contracts and capital contribution agreements at STO Company.
In addition, the Department of Planning and Investment failed to promptly detect and record administrative violations in the investment field for handling according to regulations when the project was behind schedule.
Regarding the project, the Chairman of Quang Nam province agreed to allow STO Company to continue investing in the construction of the Housing Project for low-income people.
Require STO company to develop a financial plan to complete the project and commit to the project completion schedule, before being approved to extend the project implementation schedule.
Quang Nam provincial leaders also requested STO Company to completely resolve conflicts with associated and joint venture partners related to project implementation in accordance with legal regulations... At the same time, quickly complete construction and put apartment blocks into operation to serve the housing needs of workers...
